At the same time, exploit tourism programs connecting from seaports to river routes.

The number of waterway tourists to the city in 2023 and 2024 will reach about 500,000 visitors/year and increase by about 10% in the following years. Revenue from waterway tourism in 2023 and 2024 will reach 300 billion VND/year and increase by about 10% in the following years. The number of international cruise ship visitors to the city in 2023 and 2024 will reach about 100,000 visitors, increasing by about 12 - 15% in the following years. Revenue from cruise ship tourism in 2023 and 2024 will reach 500 billion VND/year, increasing by about 12% in the following years.

Ho Chi Minh City strives to make waterway tourism a distinct form of tourism by 2030, contributing to diversifying the city's tourism products. By 2050, the total number of waterway vehicles serving tourists will reach 200 canoes, 100 ships, boats and yachts of all kinds.

To achieve this goal, the City People's Committee sets a key task for the 2023 - 2024 period: to improve and enhance the quality of existing waterway tourism products, including: Groups of short-range tourism products (river tours, inner-city waterway tourism routes with a radius of less than 10 km) such as tourism routes to Binh Quoi, inner-city route Nhieu Loc - Thi Nghe; groups of medium-range products including tourism routes to Cu Chi, Can Gio.

In addition, focus on building a standard set of explanations about waterway tourism routes to provide more data on history, culture, and characteristics of river systems, canals, and streams associated with waterway tourism routes; build maps of waterway tourism routes and destinations on the routes using GIS technology.

In the period of 2024 - 2025, invest in building and developing new waterway tourism products. For example, in the group of short-range tourism products, a route to District 7 will be formed, adding inland waterway wharves on the route: Cu Lao Nguyen Kieu wharf, Ton Duc Thang University wharf, Trung Son residential area wharf, Him Lam Park wharf... Medium-range tourism products have routes to Thu Duc City; with the group of long-range tourism products, research on forming a waterway route departing from the city center to provinces such as: Ba Ria-Vung Tau, Binh Duong, Dong Nai, Tien Giang, Ben Tre, Vinh Long, Can Tho and the Chau Doc - An Giang route to connect through Cambodia...

At the same time, develop products targeting the sea tourism market; invest in new products and complementary services...

Ho Chi Minh City has just successfully organized the River Festival for the first time, attracting the attention of many residents and tourists. The Ho Chi Minh City Department of Tourism hopes that this festival will become a typical highlight of the city's tourism. From there, orienting activities such as art performances on the river to become regular products serving residents and tourists.
