Recently, Ho Chi Minh City has processed over 1.5 million applications for land use rights certificates, house ownership certificates, and certificates for other assets attached to land for households and individuals. However, the issuance of these certificates still faces difficulties and obstacles, particularly in cases where people arbitrarily subdivide land, change land use purposes, or transfer ownership using handwritten documents.

In response to this situation, the Ho Chi Minh City Department of Natural Resources and Environment has instructed the City Land Registration Office to direct its district and county branches, including Thu Duc City, to coordinate with the Department of Natural Resources and Environment, the Department of Urban Management, and the People's Committees of communes to determine the conditions for granting land use certificates to cases of unauthorized land subdivision, unauthorized change of land use purpose, and transfer of ownership via handwritten documents, based on the actual situation in their localities. In addition, they are to proactively develop a plan for reviewing and classifying dossiers, determining the timeframe and steps for implementation.
The Department of Natural Resources and Environment requests that the People's Committees of districts, counties, and Thu Duc City base their actions on local conditions to develop a coordination mechanism among relevant agencies and units in reviewing dossiers and handling related violations. They should also provide input on planning, limits, and infrastructure conditions when considering the issuance of land use certificates.
The People's Committees of districts, counties, and Thu Duc City need to direct the People's Committees at the commune level to develop plans for widely publicizing information and disseminating it, requiring people to declare and register according to regulations.
The Department of Natural Resources and Environment of the city stated that during the implementation process, if any difficulties or obstacles arise, the units should report them to the Department of Natural Resources and Environment for unified resolution or compile them and submit them to the competent authority for advice on matters beyond their authority.
