Ho Chi Minh City: Population collaborators receive a monthly allowance of approximately 700,000 VND.

The Ho Chi Minh City Department of Health instructs the People's Committees of communes, wards, and special zones to select and sign responsibility contracts with each population collaborator; population collaborators will receive a compensation of 600,000-700,000 VND/person/month.

The Ho Chi Minh City Department of Health has issued Document No. 8210/HD-SYt providing guidance on the implementation of Resolution No. 33/2025/NQ-HĐND dated August 28, 2028, of the City People's Council (resolution on the level of compensation and support for population collaborators in the city).

The Department of Health's guidelines aim to standardize the selection process for population collaborators in 168 wards, communes, and special zones, ensuring transparency, timeliness, and effectiveness. The selection process, including the issuance of approval decisions and the signing of responsibility contracts, must adhere to the principles of selection criteria, comply with financial regulations, and ensure sufficient and accurate funding, without omissions or duplications.

According to the guidelines, population collaborators in wards receive a monthly allowance of 600,000 VND per person; population collaborators in communes and special zones receive an allowance of 700,000 VND per person per month. 100% of the health insurance premium is subsidized for population collaborators participating in voluntary health insurance (this does not apply to population collaborators who already have mandatory health insurance).

According to the guidelines, population collaborators are volunteers who work in population affairs in neighborhoods, hamlets, and residential areas and meet the following standards: have an educational level of at least junior high school graduation (in difficult areas, those who have completed primary school may be selected); have received training in population affairs according to the professional content issued by the Ministry of Health ; and are living and working stably in the assigned area…

The People's Committee of the commune, ward, or special zone is responsible for signing the volunteer employment contract with each individual population collaborator and terminating the contract. Annually, they will evaluate the quality of the population collaborators' activities to consider renewing the contracts and publish the list of participating population collaborators in neighborhoods, hamlets, and residential areas.
