Kinhtedothi - The Chairman of the People's Committee of Ho Chi Minh City has just issued Directive No. 19 on strengthening administrative discipline to create momentum for realizing the growth target of over 10% in 2025.
Specifically, the 1-3-7 formula will be implemented in handling backlog files (receiving and assigning staff to handle within 1 day; coordinating processing within 3 days; and completing each task within 7 days) to focus resources on achieving double-digit growth targets.
In addition, the Directive also expresses the determination to complete the socio -economic development tasks in 2025.

Based on that, the Chairman of the People's Committee of Ho Chi Minh City requested that agencies and units maintain and strictly implement administrative discipline, practice a professional demeanor in performing their duties; resolve and handle work decisively and on schedule, meeting general requirements; and resolutely deal with the situation of intentional delays and shirking of responsibility.
At the same time, conduct a comprehensive review of internal work processes and adjust them for greater efficiency; build a coordination mechanism based on the principles of "playing the right role, knowing the job," "unity from top to bottom," and "smooth communication," avoiding shirking responsibility, avoidance, and indifference.
Ho Chi Minh City leaders also instructed task forces to apply the 3-3 formula: resolving an issue requires no more than 3 meetings, with each meeting no more than 3 weeks apart.
The central task in 2025 is to focus on streamlining the organizational structure to be efficient, effective, and effective, in conjunction with the restructuring of district and commune-level administrative units.
The city also requested the reorganization of the administrative apparatus in conjunction with the digital transformation project, the job position project, and the restructuring and building of a team of qualified, reputable, and competent officials and civil servants with a reasonable staffing level.
The Ho Chi Minh City People's Committee also requested that units focus resources on realizing the target of GRDP growth exceeding 10% in order to strive to achieve and surpass 22 socio-economic development targets this year.
In addition, actively promote the effective implementation of the 2025 work theme: "Focus on streamlining the organizational structure to be lean, efficient, effective, and efficient; accelerate digital transformation; implement Resolution No. 98/2023/QH15 of the National Assembly ; and fundamentally resolve outstanding issues of the city."
The Chairman of the People's Committee of Ho Chi Minh City has assigned the Ho Chi Minh City Institute for Development Research to develop and propose a scenario for double-digit economic growth, to be submitted to the People's Committee of Ho Chi Minh City in January.
In addition, thorough preparation is needed to effectively implement the City's Master Plan for the period 2021-2030, with a vision to 2050, and the revised Master Plan for the period 2040, with a vision to 2060, as well as other key projects, programs, and initiatives.
Regarding the removal of difficulties faced by the business community, the Ho Chi Minh City People's Committee has assigned the Department of Finance as the focal point to monitor and resolve requests, difficulties, and obstacles of enterprises with 100% state capital.
The Center for Trade and Investment Promotion receives and coordinates information to resolve requests and issues from the business community and business associations.
The Department of Planning and Investment is implementing projects to mobilize resources for the city's development, aiming to secure sufficient investment capital for development in 2025, totaling at least 600,000 billion VND, including approximately 112,000 billion VND from the state budget and approximately 488,000 billion VND from social capital sources.
