According to the leaders of the Ho Chi Minh City Department of Education and Training, the policy is to maintain stability in the subjects and structure of the exam questions to help teachers and students be proactive in the teaching, learning, and revision process.

The early announcement aims to facilitate parents and students, especially after Ho Chi Minh City merged with Ba Ria - Vung Tau and Binh Duong (formerly) - localities that have had the same exam format for the three subjects mentioned above for many years.
It is expected that in October, the Department will announce the specific competency requirements and thinking levels of the exam so that schools can develop appropriate review plans. For Thạnh An island commune and some other special areas, students will still be admitted to grade 10 based on their academic records.
According to regulations from the Ministry of Education and Training , localities are allowed to choose between entrance exams, selection based on academic records, or a combination of both. For entrance exams, the compulsory subjects include Mathematics, Literature, and a third subject or a combined test. This third subject is chosen from subjects assessed by scores such as Foreign Language 1, Civic Education, Natural Sciences, History and Geography, Technology, and Informatics.
However, no subject can be selected for more than three consecutive years, starting from 2025; the deadline for announcing the third exam subject is before March 31st of each year.
Currently, Ho Chi Minh City is the first locality in the country to announce the subjects for the 10th grade entrance exam in 2026. After the merger, the city has approximately 2.5 million students, the largest number in the country; at the high school level, there are 170 public high schools, including 4 specialized schools under the Department of Education: Le Hong Phong, Tran Dai Nghia, Le Quy Don, and Hung Vuong.
