Ho Chi Minh City will continue to remove obstacles for more than 1,700 officetel apartments.

(Dan Tri) - Ho Chi Minh City has removed obstacles for more than 43,000 apartments, including nearly 7,200 officetels. It is expected that by 2025, the city will complete the removal of difficulties and issue pink books for the remaining 38,000 apartments.


A report by the Ho Chi Minh City People's Committee said that 8,918 officetel apartments in 29 projects in the area have not been granted pink books due to problems.

As of December, the city's Department of Natural Resources and Environment has completed the removal and issuance of pink books for 7,174 officetels in 9 projects, reaching a rate of 80%. The locality has 20 remaining projects with 1,744 units in the process of removal.

Among the 9 officetel projects that have just been granted ownership certificates, the Department noted that 2 projects belong to Novaland Group: Apartment building No. 146 Nguyen Van Troi, Phu Nhuan (87 units) and project No. 28 Mai Chi Tho, Thu Duc City (1,009 units). The investor has submitted the application, and the City Land Registration Office is currently processing the issuance of certificates to buyers.

The remaining 7 projects have been resolved, including the Tan Cang project in Binh Thanh district by Vinhomes (1,777 units); 3 projects at 2 Ton Duc Thang Street, District 1 by Thien Nien Ky Company (1,554 units), Elegance Real Estate Company (594 units) and Supreme Real Estate Investment Company (995 units); the high-rise residential and commercial complex in Ward 5, District 8 by Giai Viet Company (228 units); the Celadon City project by Gamuda Land (56 units); and the Phuoc Kien commune housing project (Lot G and Lot E) by Nova Riverside Real Estate Company (874 units).

The Department said it will send a written notice to investors so that businesses can quickly submit their applications and complete the process of issuing certificates to home buyers.

For 20 other projects that have not yet been granted pink books, equivalent to 1,744 apartments, the Department continues to remove obstacles, and expects to complete and grant pink books in the fourth quarter.

8,918 officetel apartments are one of six groups of projects facing obstacles that Ho Chi Minh City is currently addressing, equivalent to more than 81,000 apartments. To date, the city has completed resolving issues for over 43,000 apartments, reaching a rate of 53%. It is expected that by 2025, the city will complete resolving difficulties and issuing ownership certificates for the remaining 38,000 apartments.

Group 1 is projects without legal problems, waiting to complete financial obligations with 8,159 units, the Land Registration Office has completed the procedures for issuing pink books since May.

Group 2 is projects without legal problems, investors and home buyers have not submitted documents with 30,061 documents. To date, project investors have submitted 16,378 documents, the remaining 13,683 documents have not been submitted.

The reason is that the project must review land use history (project of Phu My Hung Company, District 7), the project does not have a document allowing it to be sold to foreigners and the resettlement files are sold back to the locality.

Group 3 is a new real estate group consisting of 8,918 officetel apartments, the dismantling work has been mentioned above.

Group 4 is the group of additional financial obligations with 19,958 apartments in 39 projects, 14 projects equivalent to more than 6,100 apartments have been dismantled. The Department will request investors and home buyers in the above projects to submit documents to resolve procedures for granting pink books.

Group 5 (other problematic groups) includes 3,125 units across 6 projects. The Department has resolved issues for 3 projects, including Gamuda Land's project in Tan Phu (927 units), Tien Phuoc - Vuon Lai project in District 12 (194 units), and 8A Dam Sen apartment building in Tan Phu District (594 units). The Department will continue to coordinate with the Department of Construction to resolve issues related to homebuyers in the remaining 3 projects.

Group 6 is the inspection and investigation group with 8,235 apartments in 18 projects. The Department has resolved 7 projects with 3,565 apartments. The remaining 11 projects, projects on the list of solutions of Working Group 153, will be implemented when there is a pilot Resolution of the National Assembly based on Conclusion 77 of the Politburo .

Regarding projects subject to provisional land use fee payments that the Ho Chi Minh City People's Committee has reported to the Prime Minister , the Department of Natural Resources and Environment has assigned its subordinate units to review, research, and propose solutions for continuing to determine financial obligations and issue land ownership certificates to homebuyers in these projects.
