The conference disseminated and implemented to the Party committees and commanders of agencies and units under the Provincial Border Guard Command Directive No. 54-CT/TU of the Provincial Party Committee on leading the implementation of border guard work in 2024; the Resolution on leading the implementation of border guard work in 2024 of the Border Guard Party Committee; and the Border Guard work plan for 2024 of the Provincial Border Guard Command. Accordingly, in 2024, the Provincial Border Guard Command will focus on managing and firmly protecting the sovereignty of the maritime area; and will preside over and coordinate with relevant forces to maintain security and social order in the maritime border area. Gathering information, analyzing, evaluating, and forecasting the situation to carry out tasks and propose to the Party Committee, the Border Guard Command, the Provincial Party Committee, and the Provincial People's Committee to direct the implementation of policies and laws on border defense and the implementation of the 2024 theme of the entire army: "Basic completion of force organization adjustment". Strictly implementing combat readiness regimes; participating in the construction of provincial and district-level border defense zones, civil defense, and participating in prevention, response, and mitigation of incidents, natural disasters, climate change, epidemics, search and rescue. Maintaining a firm grasp of the situation, managing, inspecting, and strictly controlling border defense zones, proactively preventing, detecting, and effectively combating the activities of hostile forces, various types of crimes, and violations of the law. Thoroughly understand and strictly implement the resolutions, directives, plans, and conclusions of the Central Military Commission, the Ministry of National Defense , the Party Committee, the Border Guard Command, the Provincial Party Committee, the Provincial People's Committee, and the Provincial Border Guard Party Committee on military, national defense, and border defense work; build a comprehensively strong unit that is "exemplary and outstanding," improve the quality of combat training, and build a regular unit. Participate in building the grassroots political system and developing socio-economic conditions in the border area; propagate, disseminate, and educate the people on the law, and mobilize the people to implement the Party's guidelines and policies, and the State's laws; advise and play a core role in building a people's border defense system and a people's border defense posture in the border area.
Comrade Pham Van Hau, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, delivered a speech at the conference.
Delivering a directive speech at the conference, the Standing Deputy Secretary of the Provincial Party Committee requested that the Provincial Party Committee and Border Guard Command focus on leading, directing, and effectively implementing the set contents and tasks. This includes emphasizing the thorough understanding and strict, decisive, and effective implementation of the Party's guidelines and policies, and the State's laws on borders and maritime areas, with a focus on Resolution 33-NQ/TW dated September 28, 2018, of the Politburo on the "National Border Protection Strategy"; the Vietnam Border Guard Law and its implementing guidelines; thoroughly understanding the Directives and Plans of the Provincial Party Committee and the Provincial People's Committee; and the Resolutions and Orders of the Party Committee and the Border Guard Command on border guard work tasks in 2024. Emphasis should be placed on educating officers and soldiers to enhance their political fortitude, absolute loyalty to the Party and the Socialist Republic of Vietnam; and to raise revolutionary vigilance, ready to accept and complete all assigned tasks. The Border Guard Force should play a core role in coordinating with coastal sectors and localities to effectively maintain security and order, prevent and mitigate natural disasters, and lead search and rescue operations at sea; coordinate training to enhance the readiness of civilian forces and vessels of the province to participate in protecting the sovereignty and sovereign rights of the sea; build a strong coastal defense zone, build and train a sufficiently strong maritime militia force, and deploy them across all three coastal, offshore, and deep-sea lines to provide a solid foundation for fishermen in developing the marine economy and participating in protecting maritime sovereignty and islands. The comrade also directed the Provincial Border Guard Force, the Provincial Military Command, and the Provincial Police to continue effectively implementing the coordination regulations between the three forces in protecting national security, maintaining social order, and national defense; coordinate efforts to combat crime; and take effective measures to end the situation of fishermen encroaching on foreign waters. Coordinate closely to monitor the situation, advise Party committees and local authorities at all levels to resolve disputes and complaints arising within the community, prevent complications or hotspots from forming in the Border Guard area, protect the area's safety, and make a practical contribution to promoting socio-economic development and strengthening national defense and security in the province.
