"2 good" area chief in Xuan Tan

Xuan Tan is the first mountainous residential area of the province before the merger to meet the model new rural standards. For the highland area, 80% of the population is Muong ethnic people, this is a proud result. These results are the consensus, joint efforts, and solidarity of the people, especially the "conductor" role of the residential area chief in initiating and organizing the implementation of tasks and activities, creating a unified and united block.

Having participated in social work activities since 2020 as the Head of the residential area, Mr. Liem is currently the Deputy Secretary of the Party Cell and Head of the Farmers' Association of Xuan Tan area. Mr. Liem said: Although it is a mountainous residential area, the intellectual level of the people in Xuan Tan is relatively high because there are many retired cadres, civil servants and public employees. However, the area has many ethnic minorities living together, so the level of awareness and understanding is uneven; people from many places come to live, work and do business, so their customs, practices and habits are also different. These are difficulties in leading and implementing the common work of the residential area.

Mr. Liem mobilized people to contribute funds to plant trees on both sides of the road, contributing to building a green, clean and beautiful rural landscape.

To perform his role well, Mr. Liem determined that he must simultaneously carry out two important tasks: being a role model, taking the lead in developing the family economy and propagating and mobilizing people to agree to participate in activities and movements to build residential areas. Therefore, Mr. Liem has made efforts to expand the scale of precast cement factory production, maintain the operation of the cooperative group to collect and transport waste in the commune to develop the economy and create jobs for local workers. On average, each year, his family's income reaches over 300 million VND; the production facility and cooperative group he is in charge of creates jobs for 5 local workers with a stable income of 8-10 million VND/month.

As the head of the area, since taking up the task in 2020, Mr. Liem has boldly promoted and mobilized people to contribute funds to build 5km of lighting lines, worth nearly 100 million VND. Initially, the work of mobilizing people to agree was difficult. With the form of "slow and steady wins the race", he persistently promoted and explained so that households could correctly and fully understand the meaning and importance of the power line project. Thanks to that, the project was completed, contributing to creating a new, more civilized and safer look in the residential area. The street lights that illuminate every night have helped people travel more conveniently and safely, making an important contribution to ensuring order and preventing crime. Those lights also "opened the way" for Mr. Liem to be more bold in mobilizing people to build works serving the people's lives in the residential area in the future.

From 2021 to 2023, Mr. Liem continued to mobilize people to upgrade the cultural house yard to serve entertainment and sports ; redo the sidewalks, plant trees along the traffic routes in the area; propagate and mobilize the majority of households in the area to participate in the service of collecting, transporting and centrally treating household waste. In 2024, the head of the area mobilized people to contribute 600 million VND and 400 million VND to mobilize support from philanthropists and businesses to build a new cultural house and buy equipment.

The Xuan Tan Cultural House was newly built from contributions from the people, contributing to promoting the cultural, artistic, and sports movements, improving the spiritual life of the people.

In addition, he and the association's branches promote propaganda for people to comply with the Party's policies and the State's laws; preserve national cultural identity, abandon backward customs; develop family economy, have more resources to participate in movements and activities in residential areas. At the end of 2024, Xuan Tan area was honored to be recognized as a model new rural area. The material and spiritual life of the people is constantly improving. The area has no poor households, no temporary houses, dilapidated houses, the average income is higher than the average of the commune, reaching 63 million VND/person/year.

Comrade Vu Dinh Ngoc - Vice Chairman of Son Luong Commune People's Committee said: "With a high sense of responsibility in work, the head of the area, Phan Thanh Liem, has grasped the situation of the residents and the people's lives very clearly. When information is needed or the locality implements any work in the area, it is always convenient. At the same time, the contribution of the people in Xuan Tan area to build new rural areas has created a spread for residential areas in the commune to learn and follow. Thereby promoting the emulation movement to develop the economy and build new rural areas."

With a sense of responsibility and dedication, Mr. Phan Thanh Liem has encouraged and aroused the people's desire to contribute and dedicate themselves to the cause of developing their homeland. He is one of the individuals who were recognized and honored in the province's patriotic emulation movement for the period 2025-2030. For Mr. Liem, the greatest honor and pride is the trust and confidence of the Party Committee, the government, and the people in the area, and the greatest reward is that his homeland develops every day.
