Preschools and universities have autonomy in deciding on additional income for their teachers.

The Director of the Department of Education and Training is responsible for recruitment.

On the morning of December 10th, the National Assembly voted to approve the Resolution of the National Assembly on a number of specific and outstanding mechanisms and policies to achieve breakthroughs in education and training development; and the national target program for modernization and improvement of the quality of education and training in the period 2026 - 2035.

Regarding the specific and superior mechanisms and policies for achieving breakthroughs in education and training development, according to Minister of Education and Training Nguyen Kim Son, the Government has incorporated and revised them to improve the mechanisms for recruiting, utilizing, and managing human resources, and clearly decentralizing authority.

Accordingly, the Director of the Department of Education and Training is responsible for recruiting and accepting personnel at public educational institutions in the province and for deciding on the transfer, reassignment, secondment, appointment, and change of job positions for cases falling under their authority or involving two or more communes.

Meanwhile, the chairman of the People's Committee at the commune level is responsible for the assignment, transfer, secondment, appointment, dismissal, and change of job positions for personnel in public educational institutions under the commune's management.

Regarding remuneration, the resolution stipulates a phased preferential allowance for teachers, with a minimum of 70% for staff, a minimum of 30% for employees, and 100% for teachers in particularly difficult areas, ethnic minorities, border regions, and islands; it also allows preschool and higher education institutions to independently decide on additional income from legitimate non-budgetary revenue sources.

The goal is for 50% of higher education institutions to meet the standards.

Regarding the National Target Program for Modernizing and Improving the Quality of Education and Training for the period 2026-2035, the estimated resources to be mobilized are approximately 580,133 billion VND. According to Mr. Son, the draft resolution has incorporated and supplemented the total capital for implementing the program over the 10-year period; clarifying the structure of capital sources for the 2026-2030 period.

According to the program's objectives, by 2030, a network of public preschools and primary and secondary schools will be established, striving to basically meet the learning needs of students. Key investments will be made in 18 colleges, including 6 colleges functioning as national centers and 12 colleges functioning as regional centers for training highly skilled workforce.

Another notable goal is to strive for 50% of higher education institutions to meet standards, with at least 30 higher education institutions receiving modern investment comparable to developed countries in Asia; 8 higher education institutions among the top 200 universities in Asia and 1 higher education institution among the top 100 universities in the world .

By 2035, 100% of preschool and general education institutions will meet the minimum standards for facilities and teaching equipment; preschool and general education institutions will have teaching equipment to implement teaching and learning in some subjects in English, gradually making English the second language in schools.
