The Ho Chi Minh City People's Procuracy has completed the indictment to prosecute the accused Pham Thi Tuyet Nhung (42 years old, Director of Angel Lina Real Estate Investment Consulting Company - abbreviated as Angel Lina Company), Nguyen Ngoc Hoang (37 years old, representative of Dat Vang Hoang Gia Company, before being arrested was a lawyer of the Ho Chi Minh City Bar Association) and 6 accomplices for the crime of "fraudulent appropriation of property".

According to the indictment, with the purpose of appropriating other people's property, Nhung and Ms. Tran Thi My Hien (59 years old, Director of Dat Vang Hoang Gia Company, founder of Hoang Kim Land Real Estate Investment Consulting Company) did business together, looking to buy plots of land with different purposes such as residential land, land for planting trees, rice fields... then agreed on the purchase and sale and paid a part of the money, with a notarized document.
Ms. Hien then hired an architect to design the plots of land into an urban land project with a complete 1/500 scale drawing, complete with infrastructure such as electricity, water supply and drainage.
These unreal projects are named after residential areas: Nguyen Thi Tu, Trieu An, Lien khu 5 - 6, Tay Lan, Bui Thanh Khiet, Hiep Thanh, Xuan Thoi Thuong, Linh Trung University Village, Do Xuan Hop, Huong lo 11, Pham Hung, Phuoc Long B...
Ms. Hien (holding the paper) was once approached by a customer who came to the company to demand a refund of the land purchase money.
To have a legal entity to sign contracts, Nhung and Hien directed their subordinates to establish Angel Lina Company, hire people to advertise projects, to sell land plots under different forms of contracts, such as "Deposit contract", "Capital contribution contract"..., and then embezzle money.
To create trust and attract investment from customers, the defendants introduced policies, promotions, and price reductions for residential land plots (not real) that were cheaper than the market price at the time of transaction, high discounts, and commitments to compensate and refund all investment capital if the land was not delivered...
The indictment determined that with the above tricks, Nhung, Hien and accomplices established 18 fake projects in many districts in Ho Chi Minh City; transfer agreements related to 4 houses, of which 3 houses were sold to customers, thereby dividing them into fake plots of land to sign contracts and illegal transfer agreements with 589 individuals, appropriating more than 828.5 billion VND.
Currently, the defendant Hien is undergoing medical treatment according to the decision to apply compulsory medical treatment, so the investigation agency has temporarily suspended the investigation of the case and the defendant. After Hien has completed his medical treatment, the investigation will be resumed and handled according to regulations.
