The period 2021-2025 continues to witness breakthroughs in the issuance of mechanisms and policies at the provincial level, providing impetus for the entire society to participate.

"Guidelines" to pave the way

In addition to support policies from the central government, from the very first year of the 2021-2025 period, the Thanh Hoa Provincial People's Council issued a policy to encourage the construction of new rural areas, focusing on supporting localities that have achieved the standards and supporting investment in certain infrastructure criteria for communes striving to achieve them throughout the period. Resolution No. 185/2021/NQ-HĐND dated December 10, 2021, of the Provincial People's Council concretized the policy to support the development of agriculture , rural areas, and farmers in Thanh Hoa province for the 2022-2025 period, considered as a guiding principle for implementation. By early 2023, the Provincial People's Council continued with Resolution No. 01/2023/NQ-HĐND to amend and supplement some support contents related to the agricultural and rural sectors in the province, fundamentally addressing concerns and issues arising in practice at that time.

During the implementation of programs and projects under the National Target Program for New Rural Development, many obstacles arose in the early years, causing confusion among localities and departments. Based on the Prime Minister 's regulations on the counterpart funding ratio and the actual situation of the province, in July 2022, the Provincial People's Council issued Resolution No. 256/2022/NQ-HĐND, which stipulated the principles, criteria, and allocation norms for development investment capital from the central budget and the counterpart funding ratio from the local budget for the program. This is considered a mechanism to "unblock bottlenecks" and enable everyone to participate in the program.

The issue of resources for rural development has never been sufficient. For many years, Thanh Hoa province has considered integrating capital from various programs and projects as an effective solution for implementation. In 2022, the Provincial People's Council issued Resolution No. 07/2022/NQ-HĐND to specifically regulate the mechanism for integrating capital sources in the implementation of national target programs; and the mechanism for mobilizing and using credit capital and other legal capital sources for the 2021-2025 period in Thanh Hoa province. Along with this, the Provincial People's Committee also released a list of project types under national target programs that are subject to special mechanisms through Decision No. 3223/QĐ-UBND at the end of 2022.

To expedite the disbursement of public investment capital plans in the province (including development investment capital from the central government budget for program implementation) and ensure timely progress as directed by the Government and the Prime Minister, the Provincial People's Committee has issued numerous directives and instructions, specifying disbursement targets and clearly assigning responsibilities to various levels and sectors in the implementation process.

Since then, provincial departments and agencies, based on their assigned tasks and annual work plans, have implemented many contents and activities to integrate into training and propaganda work on the New Rural Development Program.

The involvement of the whole society

From 2021 to the present, the Provincial Rural Development Program Coordination Office has organized 18 training courses on rural development for 1,360 officials in charge of rural development at all levels. Simultaneously, it has opened 23 training courses for 1,320 managers and participants in the OCOP program. The unit has also edited and published 48,600 copies/54 issues of the Rural Development Newsletter; collaborated with Thanh Hoa Newspaper and Radio and Television Station to develop a long-term promotional section in print media and intensified propaganda on television.

Accordingly, over the past nearly five years, the entire political system and all sectors of the population have joined hands to implement the program. Leveraging the dynamism and enthusiasm of young people, the Thanh Hoa Provincial Youth Union has launched the movement "Youth Joining Hands to Build New Rural Areas and Civilized Urban Areas". To date, youth union branches at all levels in the province have built 404km of roads, 35 "mural roads", model youth roads, 15km of rural lighting, 43 "flowering lampposts", and 683 "youth tree rows". At the same time, they have planted over 1.3 million new trees, established 103 "youth entrepreneurship nurseries", cleared over 135km of canals and drainage ditches, renovated 15 cultural centers, and demolished 14 temporary or dilapidated houses worth over 1 billion VND; and supported the construction of 2,020 sanitary toilets according to the criteria of the New Rural Area program. In implementing environmental criteria, the youth of Thanh Hoa maintain the establishment of 600 "youth volunteer teams for environmental protection and climate change response" with 9,000 union members and young people participating...

The joint efforts of women's associations at all levels in the province have contributed to building more than 4,000 "Clean Houses, Model Gardens," "Clean Houses, Beautiful Gardens, Green Fence," "Flower-lined Roads, Painted Roads, and Tree-lined Roads"; forming 950 "Model Branches, 5 No's and 3 Cleanliness Standards, New Rural Development"; 667 "Safe Villages/Neighborhoods for Women and Children"; and 1,100 "Self-managed Branches on Food Safety." Movements such as "Household Waste Sorting and Treatment"; support for building and repairing "Houses of Love"; building collective economic models; and the "Saturday/Sunday Volunteer Day for Environmental Sanitation" have been widely implemented. Women's associations at all levels in the province have also planted approximately 851,000 new trees of various types; organized over 1,700 communication events and training courses for 1,500,000 cadres and members. Thanks to the activities of the Women's Union at all levels, the entire province now has 610,814 households meeting the criteria of "5 no's and 3 clean" (referring to the "5 no's and 3 clean" criteria), making a significant contribution to fulfilling the environmental criteria in the New Rural Development program.

Farmers' associations at all levels have focused on disseminating information and implementing the campaign "All people unite to build new rural areas and civilized urban areas." From 2021 to the present, these associations have also mobilized members and farmers to donate more than 359,297 square meters of land; repair and build more than 3,354 kilometers of rural roads and canals; and participate in the construction of 2,030 projects of various types. The associations have also established 806 self-governing groups for rural environmental protection; and developed 569 new models for food safety. The association mobilized 258,281 member households and farmers engaged in agricultural production and business to register and commit to ensuring food safety and hygiene, and 459,629 members and farmers participated in health insurance... Veterans' associations at all levels also mobilized members, organized activities, built movements, models, and advanced examples, contributing to the successful implementation of targets and tasks on sustainable poverty reduction and rural development. The movement "Veterans helping each other reduce poverty and excel in economic activities" continued to be promoted and achieved many results. Notably, two breakthroughs were made in building "Veterans' Solidarity Houses" from member contributions and building the "Veterans' Club for Mutual Economic Development" model.

According to statistics from the Provincial Rural Development Program Coordination Office, during the 2021-2025 period, the province had 8 district-level units that met the standards and completed the rural development tasks; 64 communes and 261 villages/hamlets met the rural development standards; 4 districts and 103 communes met the advanced rural development standards; and 31 communes and 598 villages/hamlets met the model rural development standards. After the completion of the district-level administrative units and the establishment of new communes, the province is implementing rural development tasks suitable to the new conditions.
