The Inspectorate of the Ho Chi Minh City Department of Health has just announced its decision to impose penalties, including on two facilities that provided counseling on sex selection of unborn children, as previously reported by Tuoi Tre newspaper.

On February 6th, the Inspectorate of the Ho Chi Minh City Department of Health announced decisions to impose administrative penalties on organizations and individuals for violations in the healthcare sector.
Specifically, the Saigon Reproductive and Andrology Hospital, located at 87 Ly Chieu Hoang Street, Ward 10, District 6 (Ho Chi Minh City), was fined 213 million VND and ordered to remove and delete advertising content that had not been approved by the state authorities.
The reasons stem from numerous violations, including: practitioners not registering their practice as required; conducting tests without first completing the self-declaration procedure for meeting biosafety standards; and providing medical examination and treatment services beyond their area of expertise.
Next, the Inspectorate of the Department of Health fined Dr. TTT, the owner of the obstetrics, gynecology, infertility, and mother and baby clinic (Ward 3, District 5), 64 million VND.
In addition, Doctor T. was stripped of his medical practice license for a period of 2 months.
The professional license of the person responsible for medical examination and treatment will be revoked for one month.
The establishment is required to remove or delete advertising content that has not been approved by the competent authorities before implementation.
Reasons for failing to maintain complete medical records as required by law include: practitioners not registering their medical practice; providing medical services beyond their scope of expertise; and advertising specialized products, goods, or services without content approval from competent state authorities…
Previously, Tuổi Trẻ newspaper reported in a series of investigative articles titled "The distressing issue of fetal sex selection," revealing the existence of a clandestine "market" for assisted reproductive technology that provides fetal sex selection services.
In Ho Chi Minh City, the Saigon Reproductive and Andrology Hospital and Dr. TTT at the Obstetrics, Gynecology, and Infertility Clinic for Mothers and Babies directly provide consultation and services for sex selection of the fetus.
Following a report by Tuoi Tre newspaper, the Inspectorate of the Department of Health conducted an investigation and determined that the Saigon Reproductive and Andrology Hospital had committed numerous violations, such as performing in-vitro fertilization techniques without the Ministry of Health's approval of the required list of techniques; and failing to self-declare compliance with biosafety standards for its laboratory...
Many places facilitate sex selection of fetuses.
In the recent series of reports "The distressing issue of sex selection of fetuses" published by Tuoi Tre newspaper , it was revealed that for the past 19 years (since 2006), the sex ratio at birth in Vietnam has remained very high, with some years seeing 114 boys for every 100 girls.
In reality, many doctors, hospitals, and clinics in Ho Chi Minh City and Hanoi act as intermediaries, allowing many couples to easily achieve their wishes by simply stating they want a baby who "looks like the father" (boy) or "looks like the mother" (girl).
Following the series of articles, the Department of Maternal and Child Health (Ministry of Health) sent a document to health departments and hospitals nationwide requesting them to prevent the practice of sex selection of fetuses and to verify and handle any violations if they occur.
