
From the beginning of the year, the District People's Committee allocated budget revenue targets to agencies and units in accordance with regulations based on the established budget estimates. Simultaneously, the Tuan Giao - Tua Chua Regional Tax Office intensified the dissemination of newly supplemented and amended tax policies and promoted administrative reforms to support and resolve difficulties and obstacles for taxpayers; allocating monthly and quarterly budget targets to each team for each revenue item and tax category. At the same time, it proposed proactive solutions to strive to achieve and exceed the set targets, focusing on taxes with large revenue sources such as: Non-state enterprise tax; value-added tax, and registration fees. It also strengthened the exploitation of remaining revenue sources to compensate for revenue reductions due to policy changes, such as: the reduction of environmental protection tax on gasoline and diesel. Furthermore, it urged taxpayers to fully and accurately declare all taxes incurred. Strengthening inspections to combat revenue loss, improving the quality of tax return document inspections at tax offices, conducting on-site inspections at taxpayers' premises, and enhancing internal tax audits are crucial for promptly detecting and strictly handling cases of tax law violations. In addition, tax authorities should focus on organizing dialogues to promptly address difficulties faced by businesses and taxpayers; strengthening administrative reforms, applying information technology to the processing of tax administrative documents, and ensuring uniformity in the receipt and processing of administrative procedures at tax offices.
Thanks to the synchronized implementation of various solutions, the state budget revenue in Tủa Chùa district has achieved positive results; the revenue items are generally in line with the actual revenue situation in the district. Many revenue items have reached high levels and increased compared to the same period last year. As of the end of September 2023, the estimated total state budget revenue in the district reached 11.077 billion VND, achieving 79% of the assigned target. In particular, some revenue items achieved high results, such as: vehicle registration fees reaching 99% of the assigned target; land and water surface lease fees reaching 106% of the assigned target; fees and charges reaching 80%; mineral exploitation rights fees reaching 78%; and other budget revenue reaching 82%...
However, some tax revenues fell short of targets, such as resource tax at 34% and corporate income tax at 37%. Revenue collection performance in some assigned units was also slow, for example: State budget revenue in Sin Chai commune reached 2 million VND, equivalent to 6% of the district's assigned target; Ta Phin commune reached 4 million VND, equivalent to 17% of the assigned target; Sinh Phinh commune reached 4 million VND, equivalent to 17% of the assigned plan…
The reasons stem from the fact that national target program funds allocated to agencies, units, and People's Committees of communes and towns are still in the process of planning and implementing. Some newly launched projects have been allocated capital but are still in the investment preparation and contractor selection stages. Attracting investment resources for development is difficult, with funding mainly coming from central and provincial subsidies, which do not meet the needs of socio-economic development. Some units and establishments have not been proactive or decisive enough in collecting budget revenue in their areas. Management, direction, and coordination in implementation by some agencies and units have not been timely or decisive.
To achieve and surpass the revenue target, from now until the end of the year, Tủa Chùa district will focus on implementing the contents of Circular No. 108/TT-BTC dated December 8, 2021, of the Ministry of Finance , which regulates the management and use of revenue from consulting and project management activities of investors and project management boards using public investment capital. The district will strengthen the management of public assets and land use. The Tuần Giáo - Tủa Chùa Regional Tax Office will closely coordinate with specialized departments and divisions of Tủa Chùa district to direct the management of tax collection for basic construction projects in the area using state budget funds and other sources of capital. It will assess potential revenue losses to propose effective tax collection solutions, ensuring the achievement of the target.
