Right from the beginning of the year, the District People's Committee has allocated the budget revenue estimates to agencies and units in accordance with regulations on the basis of the established construction estimates. At the same time, the Tax Department of Tuan Giao - Tua Chua area has promoted the dissemination of new, supplemented and amended tax policies and promoted administrative reforms to support and resolve difficulties and problems for taxpayers; allocated and assigned monthly and quarterly estimates to teams for each revenue item and tax. At the same time, proposed positive solutions to strive to achieve and exceed the set targets, focusing on taxes with large revenue sources such as: Non-state tax collection; value added tax, registration fees. Strengthening the exploitation of revenue sources with room to offset revenue reductions due to policy changes such as: Reducing environmental protection tax rates for gasoline and oil. Urge taxpayers to fully and accurately declare arising taxes; Strengthening inspection to prevent budget loss, improving the quality of tax declaration inspection at tax authorities, inspection at taxpayers' headquarters and internal inspection work of the Tax sector to promptly detect and strictly handle violations of tax laws. In addition, tax authorities focus on organizing dialogues to promptly resolve difficulties for businesses and taxpayers; strengthening administrative reform, applying information technology to handle tax administrative records, ensuring uniform implementation of receiving and handling administrative procedures at tax authorities.
Thanks to the synchronous implementation of solutions, up to now, the State budget revenue in Tua Chua district has achieved positive results; basic revenues are close to the actual revenue situation in the district. Many revenues are high and increased compared to the same period last year. By the end of September 2023, the estimated total State budget revenue in the district reached 11,077 billion VND, reaching 79% of the assigned estimate. In particular, some revenues achieved high results, such as: Registration fee collection reached 99% of the assigned estimate; land and water surface rental collection reached 106% of the assigned estimate; fees and charges collection reached 80%; mineral exploitation rights collection reached 78%; other budget revenues reached 82%...
However, some taxes have low revenue such as resource tax at 34%, corporate income tax at 37%. The budget collection results of some collection units are still slow, such as: State budget collection in Sin Chai commune reached 2 million VND, equal to 6% of the district's assigned estimate; Ta Phin commune reached 4 million VND, equal to 17% of the assigned estimate; Sinh Phinh commune reached 4 million VND, equal to 17% of the assigned plan...
The reason is that the capital sources of the national target program assigned to agencies, units, and People's Committees of communes and towns are in the process of organizing and developing implementation plans. Some newly started projects have been allocated capital plans but are still implementing investment preparation and contractor selection. The ability to attract development investment resources is facing many difficulties, the capital sources are mainly subsidized by the Central and the province, not meeting the needs of socio -economic development. Some units and establishments are not proactive and resolute in budget collection in the area. The management, direction and coordination in implementation of some agencies and units are not timely and resolute.
To complete and exceed the revenue estimate, from now until the end of the year, Tua Chua district will focus on implementing the contents of Circular No. 108/TT-BTC dated December 8, 2021 of the Ministry of Finance regulating the management and use of revenues from consulting and project management activities of investors and project management boards using public investment capital. Strengthening the management of public assets and land use management. The Tax Department of Tuan Giao - Tua Chua area closely coordinates with specialized departments and offices of Tua Chua district to direct the management of tax collection for basic construction works in the area using the State budget and other capital sources. Assessing revenue sources with the potential for loss to propose effective tax collection solutions, ensuring the completion of targets.
