The reasons for the difficulties in implementation are that some contents lack guidelines, support levels, and clearly defined expenditure items. In addition, the allocation of operational funds is detailed according to each component project, specifically allocated to each content item in the fields of health, education, culture, and economy . Many of these items are not suitable for the characteristics and situation of the locality, the expenditure tasks of the locality, and even lack target groups as outlined in the program... leading to many obstacles. The People's Committee of Tuan Giao district has requested adjustments of nearly 44.495 billion VND from the operational funds of 3 national target programs in 2023 and the carried-over funds from 2022. Of this, the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas has the highest proposed adjustment at nearly 37.737 billion VND; the Sustainable Poverty Reduction Program requires an adjustment of 6.758 billion VND.

Based on identifying projects and sub-projects suitable to local conditions, in the last months of the year, the People's Committee of Tuan Giao district has been directing departments, units, and the governments of communes and towns to focus their efforts on accelerating the implementation of projects and sub-projects supporting people and beneficiaries of the programs, thereby increasing the disbursement rate of capital.

This includes the implementation of Project 6, "Preserving and promoting the valuable traditional cultural values ​​of ethnic minorities in conjunction with tourism development," under the National Target Program for Socio-Economic Development of Ethnic Minority and Mountainous Areas in 2023. The district has focused its resources on developing Long village in Toa Tinh commune (a Mong ethnic minority village near the Pha Din pass, with beautiful scenery and preserved traditions) into a community-based cultural tourism village. To date, the district has invited experts to survey and advise on building a community tourism model for the village. Simultaneously, meetings have been organized to promote and encourage people to participate in community tourism development. Recently, the people of Long village launched a campaign to clean up and clear the roads leading to the village and plant flowers to beautify the landscape. Ms. Lo Thi Hong Nhung, Head of the Culture and Information Department of the district, the unit directly implementing the project, said: “We are carrying out the procedures and advising on the selection of a consulting unit to soon begin building Long village into a community tourism model, linked with the direct participation of the people and promoting the cultural, historical, and natural landscape values ​​of the locality. This will contribute to socio-economic development in the area and improve the quality of life for the people.”

Regarding sub-project 1, Project 4 “Developing Vocational Education and Sustainable Employment” within the National Target Program for Sustainable Poverty Reduction, the District's Vocational Education and Continuing Education Center is organizing agricultural vocational training classes based on local needs and aligned with the area's development orientation. Over 1 billion VND has been disbursed in the first six months of the year, with an estimated total disbursement for 2023 of 1.392/1.869 billion VND in support of local vocational training for workers under the sub-project. Mr. Vu Duc Binh, Deputy Director of the Center, said: “In the first half of the year, more than 500 people in the district received vocational training. In the second phase, starting in June 2023, the Center continued to open training classes; including 4 classes funded by the National Target Program for Sustainable Poverty Reduction, with over 140 trainees, covering: regular training in intensive fruit tree cultivation techniques; techniques for planting and managing pests in corn; techniques for growing, preserving, and processing mushrooms; and basic vocational training in poultry farming techniques and disease prevention and treatment.”

To effectively implement national target programs, Tuan Giao district has identified solutions to strengthen propaganda efforts to raise awareness and responsibility among Party committees, Party organizations, agencies, units, and the people in implementing the policies and mechanisms for these programs. Agencies, units, and commune People's Committees assigned to lead the implementation of projects, sub-projects, and program components need to enhance their responsibility and coordinate closely; strengthen inspection, supervision, and evaluation of project and sub-project implementation to promptly address difficulties and improve implementation efficiency... With this situation and these solutions, Tuan Giao estimates that the expenditure of operational funds for national target programs in 2023 will be 118.992/163.487 billion VND, reaching 72.8% of the allocated budget.
