
Mr. Phan Van Hanh, Head of the Tax Department of Muong Cha - Muong Lay area, said: "Implementing tax collection in 2023 under difficult business conditions, with reduced market demand and large inventories, has significantly impacted tax collection in the area. In particular, the impact of weather, with a decrease in rainfall, has strongly affected the collection of water resource tax, which annually accounts for a large proportion of the total budget revenue in the entire area. According to analysis, at the same time in 2022, water resource tax collection in the area reached VND 29.658 billion, while this year it only reached VND 16.834 billion (a decrease of nearly 56.8%).
In this context, the Muong Cha - Muong Lay Regional Tax Office has flexibly and effectively implemented many specific solutions, as well as fostered consensus and compliance with tax obligations among citizens to successfully complete the budget revenue collection task for the year. In particular, the Tax Department proactively advised the District's Budget Revenue Collection Steering Committee on solutions for directing budget management work regarding the recovery of outstanding tax debts. They closely monitored the progress of budget revenue collection; evaluated and analyzed each area, region, and tax category specifically to promptly address and adjust issues. The unit also identified specific revenue sources, potential revenue sources, newly emerging revenue sources, and areas and types of taxes still experiencing revenue losses to propose effective management solutions to combat revenue loss.
One of the key factors in achieving the early completion of the tax collection target in Muong Cha district is the coordinated efforts of local Party committees and authorities from the district to the communes, as well as the good compliance of taxpayers. Efforts to promote and encourage people to fulfill their tax obligations have been intensified. The Tax Department proactively coordinated with the District's Culture, Radio, and Television Center to disseminate tax laws and regulations, which has positively impacted taxpayers.
Ms. Hoang Thi Bich, owner of a grocery store in Muong Cha town, said: “Although our family business has not recovered as well as before the Covid-19 pandemic and still faces many difficulties, the local government has created many favorable conditions for people to operate their businesses. Tax policies have also been disseminated and clearly explained. Therefore, we feel responsible for fulfilling our tax obligations to the State.”
According to a report from the Muong Cha - Muong Lay Regional Tax Office, by the end of October, the unit had exceeded the target set by the Provincial People's Committee. Total revenue in Muong Cha district reached 43.4 billion VND, equivalent to 101% of the provincial target for the whole year. An assessment of revenue collection by tax category shows that 5 out of 9 tax categories met the targets set by the Provincial People's Committee and increased compared to the same period in 2022, including: Personal income tax; revenue from land and water surface leases; land use fees; revenue from granting the right to exploit natural resources such as minerals and water; and other budget revenues.
Regarding solutions for implementing tasks in the remaining months of the year, Mr. Phan Van Hanh stated: To strive for the highest possible revenue collection results in 2023, from now until the end of the year, the unit will coordinate better with media agencies to strengthen propaganda work. Emphasis will be placed on supporting taxpayers in resolving difficulties and obstacles, and improving the quality of service in the best possible way. Strict management of revenue collection and collection progress will be maintained, especially for revenue items that account for a large proportion but fall short of the plan, and accurate forecasting of revenue will be implemented. Detailed and specific revenue collection plans will be developed for each revenue item, tax category, and taxpayer; responsibility will be assigned to each civil servant and leader of the subordinate units. Effective exploitation of revenue sources from the natural resources, land, and mineral sectors will serve as a basis for strengthening management and increasing state budget revenue, promptly compensating for any revenue or tax decline.
