Ukraine wants to set up a military recruitment company to mobilize soldiers

Ukraine plans to change its method of enforcing military service, using commercial companies to persuade young men to enlist.

Oleksiy Danilov, head of Ukraine's National Security and Defense Council, said on November 27 that a new policy on military conscription would be announced this week. Ukraine plans to establish recruitment companies to mobilize soldiers more effectively, while reassuring new recruits that they will be assigned to tasks that match their skills, and that not all will be sent to the front lines.

In early September, President Volodymyr Zelensky dismissed Defense Minister Oleksii Reznikov and appointed Rustem Umerov as his replacement. Umerov was in charge of negotiations with Russia in the early stages of the conflict. Last week, Zelensky expressed his expectation that the Defense Ministry, under Umerov's leadership, would present a new recruitment policy this week.

"A plan will be presented, and all the answers will be in it. I will see the plan next week," Zelensky said.

Danilov said the army would cooperate with Ukraine's two largest recruitment companies to identify people with special skills, as well as persuade those with expertise who want to help the army but do not want to go to the front lines.

"The recruitment process will be more flexible; the required skills will be announced, and applicants will volunteer to take on a specific position, which could be a welder or a mechanic," he said.

A source in the Ukrainian Ministry of Defense confirmed that contracts had been signed with recruitment companies but did not provide further details.

President Zelensky wants Ukraine to adopt a new recruitment policy as the conflict with Russia enters its second winter. Ukraine's unsuccessful counterattacks in the summer and fall have resulted in significant losses and the need for additional manpower and resources in a prolonged war with Russia.

An increasing number of Ukraine's Western partners are suggesting that Kyiv should consider ending the war through negotiations, but President Zelensky firmly opposes this, declaring that he will reclaim the territories controlled by Russia at all costs.
