It is expected that within the framework of the Opening Ceremony of the "Vietnam - Laos Special Friendship Festival" 2023 in Hue, a meeting will take place between Mr. Nguyen Thanh Lam, Deputy Minister of Information and Communications of Vietnam, and Mr. Keomanyvong Phosy, Deputy Minister of Information, Culture and Tourism of Laos.

During the talks, the two deputy ministers acknowledged that external information is a crucial element for each country's foreign affairs, serving as a bridge to expand people-to-people exchanges between the two countries, enhancing mutual understanding between the people of the two countries in particular, and increasing international access to information about each country in general, thereby promoting the image of Vietnam and Laos to the world .

Cooperation in the field of external information will further strengthen cooperation in the field of information and communication, contributing to promoting the great friendship, special solidarity, and comprehensive cooperation between the Socialist Republic of Vietnam and the Lao People's Democratic Republic.

Both sides wish to promote cooperation between the two state management agencies on external information and to implement the signing of the Memorandum of Understanding on External Communication Cooperation between the Department of Dialogue Information, Ministry of Information and Communications of the Socialist Republic of Vietnam and the Department of Mass Communication, Ministry of Information, Culture and Tourism of the Lao People's Democratic Republic.

The signing ceremony took place between the Department of Information and Dialogue, Ministry of Information and Communications of the Socialist Republic of Vietnam and the Department of Mass Media, Ministry of Information, Culture and Tourism of the Lao People's Democratic Republic.

Following the talks, the two sides reached agreements on strengthening cooperation in the field of external information, in accordance with the relevant laws and regulations of each country and on the basis of the principles of equality, reciprocity, and mutual benefit.

Areas of mutual cooperation include: Social management through information and communication; Digital transformation in the field of external information; Training in external information skills and international media cooperation; Organizing or participating in international media events, promoting the image of each country and its people, and other issues agreed upon by both sides.

The two sides will strengthen cooperation in the field of external information, in accordance with the relevant laws and regulations of each country and on the basis of the principles of equality, reciprocity, and mutual benefit.

Regarding the form of cooperation, both sides agreed to regularly exchange information on the latest achievements, progress, and development plans in the field of external information; facilitate the publication of news about each other by mass media and external information agencies of both countries; encourage external information agencies of both countries to establish direct relationships, exchange delegations, provide mutual technical assistance, and exchange professional experiences; exchange delegations at all levels, and exchange journalist delegations to learn about models of applying digital transformation in the field of journalism in general and external information in particular, serving the development process in each other's countries.

Both sides also agreed to regularly coordinate the organization of bilateral and multilateral events, meetings, and exchanges; exhibitions; training courses, workshops, seminars, and discussions on external information; and other forms of cooperation in the field of external information.
