Within the framework of the second Vietnam-Laos Border Defense Friendship Exchange, on the afternoon of October 22nd, in Moc Chau district (Son La province), General Phan Van Giang, Member of the Political Bureau, Deputy Secretary of the Central Military Commission, and Minister of National Defense of Vietnam, held talks with General Chansamone Chanyalath, Member of the Political Bureau of the Lao People's Revolutionary Party, Deputy Prime Minister, and Minister of National Defense of Laos.

The talks provided an opportunity for both sides to review the five-year cooperation in implementing the Protocol on Defense Cooperation for the period 2020-2024, and to share their vision for defense relations in the period 2025-2029 and beyond.

During the talks, General Phan Van Giang emphasized that 2024 will witness many important events in the cooperative relationship between the two countries and the two armies, notably the high-level meeting between the Communist Party of Vietnam and the Lao People's Revolutionary Party; reciprocal visits by high-ranking leaders of the two countries; activities celebrating the 75th anniversary of the founding of the Lao People's Army, the 70th anniversary of the Dien Bien Phu Victory, and the upcoming 80th anniversary of the founding of the Vietnam People's Army...

General Phan Van Giang expressed his pleasure at seeing the bilateral defense relations between Laos and Vietnam developing well. The areas outlined in the Protocol on Defense Cooperation for the period 2020-2024 have been effectively implemented, with some aspects exceeding the set targets.

Consequently, political and strategic trust has increased, and the solidarity and close relationship between the two countries' militaries have been further strengthened.

The two sides cooperate closely and support each other in multilateral forums, mechanisms, and international events organized by each side, especially during Vietnam's ASEAN Chairmanship in 2020 and Laos' ASEAN Chairmanship in 2024.

The forms and mechanisms of cooperation are becoming increasingly diverse and widespread. Many historically significant and first-of-its-kind defense diplomacy events have been organized, such as: the first Vietnam-Laos Border Defense Friendship Exchange (2021), the first Vietnam-Laos-Cambodia Border Defense Friendship Exchange (2023)...

The Deputy Minister-level Defence Policy Dialogue mechanism has played a crucial role in exchanging and sharing views on strategic issues, and in promptly guiding priorities and areas of cooperation.

Security and order in the border areas between the two countries are increasingly being strengthened. Border guards, border management and protection forces, and border military regions on both sides coordinate to maintain the stability of the border line and markers; propagate and mobilize the people to strictly abide by the signed legal documents; maintain the effective operation of twinning programs between border posts, border guard companies, and residential clusters; making important contributions to stabilizing the lives of the people in the localities, consolidating the security and political foundation, and contributing to realizing the shared vision of high-level leaders for a peaceful, stable, and sustainably developed Vietnam-Laos border.

Thanking General Phan Van Giang and the Vietnamese Ministry of National Defence for the warm and cordial reception given to the Lao delegation, General Chansamone Chanyalath highly appreciated the preparations for the exchange; and affirmed that this exchange further confirms the effective and unique model of cooperation between the two countries, an activity with profound political significance, demonstrating the political determination of the Party, State, Army, localities, especially the people and border protection forces of Vietnam and Laos in strengthening solidarity and friendship, promoting substantive cooperation, and jointly building a peaceful, friendly, cooperative and developing border for the prosperity of each country, contributing to peace, stability, cooperation and development in the region and the world.

Regarding the vision for the next phase, the two Ministers agreed that, in the coming period, defense cooperation between the two countries will focus on several key areas, first and foremost strengthening cooperation in Party and political work; the focus being on consolidating and protecting the ideological foundation of the Party, maintaining the absolute and direct leadership of the Party over the military in all aspects; paying attention to building and consolidating political bases at the local level, especially in villages and border areas; and effectively disseminating and educating about the history, significance, and importance of the special Vietnam-Laos relationship.

In addition, both sides have better maintained existing cooperation mechanisms, such as annual high-level delegation exchanges, Deputy Ministerial-level Defence Policy Dialogues, and exchanges and contacts between agencies and units of both sides; strengthened effective cooperation in military and defence work, especially in responding to non-traditional security challenges; cooperated in managing and protecting the border and boundary markers; cooperated in human resource training; and improved the effectiveness of mutual assistance, in which the Government and Ministry of Defence of Laos continue to facilitate the search, excavation, and repatriation of the remains of Vietnamese volunteer soldiers and experts who died in Laos during various periods of war.

At the conclusion of the talks, General Phan Van Giang and General Chansamone Chanyalath signed the Protocol on Defense Cooperation for the period 2025-2029 and the Cooperation Plan for 2025 between the Ministries of Defense of the two countries.
