Commune provides underweight cows to the poor

Kon Tum Ngok Wang Commune, Dak Ha District provided breeding cows to 108 households, but the cows were criticized by the people as small, hungry, and not in accordance with the approved program.

A month ago, 108 poor, near-poor and newly escaped poverty households were given 108 cows by the government of Ngọk Wang commune under the program to support breeding cows, part of the national target for socio -economic development in ethnic minority and mountainous areas in the 2021-2030 period.

According to the approved plan, each breeding cow is worth 16.5 million VND, from 17 to 20 months old, weighing 1.4-1.5 quintals, with a total cost of 1.7 billion VND. The breeding cows are provided by Nhan Phat Production and Business Facility (Kon Tum City). The breeder must pay back 35% (5.7 million VND) within two years.

In early November, Si Y Si, 26, and her husband in Dak Duong village, along with other households, eagerly went to the village to receive a cow. However, they were surprised to see that the cow they were given was too small, weak, with exposed pelvis and ribs. "I thought it was just a calf, not a cow. If the family had 16.5 million VND, they could have bought two of them," said Y Si.

The Hre couple reluctantly accepted the cow, thinking that if they took good care of it, it would quickly become healthy and fat again. However, after a while, the cow was still weak, lazy to eat, and panicked, so they reported it to the village chief.

Village chief A Hoang is responsible for recording the list of households receiving cows and receiving feedback from local people. During the first cow delivery, he noticed that the unit supplying cows to poor households was not uniform, many cows weighed 1.2-1.4 quintals, if bought in the village, they would cost less than 10 million VND each. This size of cow must be raised for 2-3 years before it can reproduce, while the breeder must pay back the counterpart money within two years.

"After the commune gave their opinion, two days ago the supplier changed the 15 breeding cows that were previously given to the villagers," said Mr. Hoang, adding that in the previous times, people came to draw lots and received the cows they won. In the recent period, people received cows at the weighing station, and only households that weighed more than 1.7 quintals had to sign to receive the breeding cows.

Mr. Ngo Tan Khoa, Chairman of the People's Committee of Ngok Wang commune, said that after checking the cows provided in 5 villages that were not of sufficient weight, the government (project investor) coordinated with the supplier to exchange 23 breeding cows for 23 households and is continuing to check.

According to Mr. Khoa, the issue of substandard breeding cows was due to the commune's lack of strictness in the implementation process. "The mistake was determining the weight of the smallest cows (measured using the FAO scale - measuring the chest area behind the front legs), for the larger cows, we only estimated it by eye," said Mr. Khoa.

According to the leader of Ngọk Wang commune, the cows transported from Kon Tum to the locality were panicked, making it difficult to determine their weight. In addition, the care and housing of the people were not guaranteed, leading to the cows being slow to develop and losing weight.

Mr. Ha Tien, Chairman of Dak Ha District People's Committee, said that the district has directed functional agencies to conduct inspections and if there are any violations, they will be strictly handled.
