Attending the Congress, on behalf of the Central leadership were: Comrade Le Hoai Trung , Secretary of the Central Committee of the Party, Acting Minister of Foreign Affairs, representing the Politburo to attend and direct the Congress; Tran Quoc Vuong, former member of the Politburo, former Standing Secretary of the Central Committee of the Party; Do Van Chien, member of the Politburo, Secretary of the Central Committee of the Party, Chairman of the Central Committee of the Vietnam Fatherland Front; and Phung Quoc Hien, former member of the Central Executive Committee of the Party, former Vice Chairman of the National Assembly.
The Congress was also attended by leaders from several central committees, ministries, and agencies, including: Comrade Dao Ngoc Dung, Member of the Central Committee of the Party, Minister of Ethnic Minorities and Religion; Comrade Pham Thi Thanh Tra, Member of the Central Committee of the Party, Deputy Head of the Central Organization Committee, Minister of Home Affairs ; Comrade Ha Thi Nga, Member of the Central Committee of the Party, Vice Chairman of the Central Committee of the Vietnam Fatherland Front; Comrade Le Hong Quang, Member of the Central Committee of the Party, Deputy Head of the Central Internal Affairs Committee; leaders of central committees, ministries, agencies, mass organizations, and agencies; and Standing Committee members of the Provincial Party Committees of Tuyen Quang, Thai Nguyen, Lai Chau, and Khanh Hoa provinces.
The Congress was also honored to welcome distinguished guests including former leaders of the Provincial Party Committees of Lao Cai and Yen Bai provinces from various periods, Vietnamese Heroic Mothers, Heroes of the People's Armed Forces, and Labor Heroes.
The leaders of Lao Cai province attending the Congress included: Trinh Xuan Truong - Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Hoang Giang, Standing Deputy Secretary of the Provincial Party Committee; Tran Huy Tuan - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nguyen Tuan Anh - Deputy Secretary of the Provincial Party Committee; Giang Thi Dung - Deputy Secretary of the Provincial Party Committee, Chairman of the Vietnam Fatherland Front Committee of the province; members of the Standing Committee of the Provincial Party Committee; and 440 official delegates, representing the intellect, courage, and aspirations of 119,000 Party members throughout the entire Party organization.
The opening speech, delivered by Comrade Trinh Xuan Truong - Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, stated: The First Congress of Delegates of the Provincial Party Committee, term 2025-2030, is of great importance, aiming to objectively and comprehensively assess the achievements, shortcomings, causes, and lessons learned in implementing the Resolution of the Congress for the 2020-2025 term; to determine the direction, goals, tasks, and solutions for the development of the Provincial Party Committee in the next 5 and 10 years. At the same time, it will review the activities of the Provincial Party Committee Executive Committee for the 2020-2025 term; discuss the documents of the 14th National Party Congress; and especially provide feedback on 17 key projects of the Lao Cai Provincial Party Committee Executive Committee, term 2025-2030.
With the motto "Unity - Democracy - Discipline - Creativity - Development , " the Congress holds great significance, guiding, encouraging, and motivating all levels, sectors, cadres, Party members, armed forces, and people of all ethnic groups in the province to resolutely achieve the goal of "Building a clean, strong, and comprehensive Party and political system; promoting the strength of national unity; creating a breakthrough to build Lao Cai province into a growth pole, a center for connecting international economic trade, developing in a green, harmonious, distinctive, and happy direction," contributing together with the whole country to successfully realize the aspiration to make Vietnam a developed, powerful, and prosperous nation by 2045.
At the Congress, on behalf of the Presidium, Comrade Tran Huy Tuan - Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee - presented a summary of the draft Political Report of the Provincial Party Committee for the 2020-2025 term to the Congress.
The report affirms that during the past term, Lao Cai and Yen Bai, along with the rest of the country, faced many difficulties and challenges: the severe consequences of the Covid-19 pandemic and the remnants of Typhoon No. 3 (Yagi). However, under the leadership of the Central Party Committee, the Party Committee, government, and people of all ethnic groups in the province have strived to overcome these challenges and achieved many outstanding results.
Specifically: The average annual growth rate of the gross regional product (GRDP) reached 6.92%, 0.62 percentage points higher than the national average. The size of the economy reached nearly 142,600 billion VND, 1.63 times higher than in 2020. The economic structure shifted positively . The average GRDP per capita reached over 85 million VND per year, an increase of 29.9 million VND compared to 2020.
Industrial production value reached over 75,000 billion VND, an increase of 49.8% compared to 2020, contributing 29.5% to the GRDP. Trade and services experienced positive growth; the border economic zone's technical infrastructure was upgraded, and the digital border gate model operated effectively, making Lao Cai the second largest gateway for customs clearance of agricultural products with the Chinese market.
Tourism is experiencing breakthrough growth, gradually establishing itself as a key economic sector of the province. State budget revenue in 2025 is projected to reach VND 21,000 billion, 1.64 times higher than in 2020, meeting 52% of budget expenditures. Total social development investment capital for the entire period will exceed VND 360,000 billion, 2.2 times higher than the 2016-2020 period. The implementation of strategic breakthroughs, especially in transportation infrastructure, has achieved many outstanding results; many key projects are being accelerated. The urbanization rate reached 31.5%, an increase of 8.4% compared to 2020.
Socio-cultural development has seen significant progress; the valuable cultural identity of ethnic minorities has been effectively preserved and promoted; poverty has been reduced rapidly and sustainably, and the material and spiritual lives of the people have improved remarkably. Currently, the province has 65 intangible cultural heritage sites, including 4 listed by UNESCO as representative intangible cultural heritage of humanity; 1 special national monument, 30 national monuments, and 174 provincial monuments. The percentage of households, villages, and residential areas meeting cultural standards is 85.5% and 77.5% respectively; the percentage of agencies meeting cultural standards is 77.5%.
The overall quality of education has improved, school facilities have received increased investment towards modernization, the percentage of schools meeting national standards has increased from 58.9% in 2020 to 75.6% in 2025; the percentage of solid classrooms has reached 86% of the total number of classrooms; and the percentage of boarding/semi-boarding student accommodation has reached 45.67%.
Social security and welfare are guaranteed; poverty is reduced rapidly and sustainably, and the material and spiritual lives of the people are improved. Social policies, ethnic and religious policies, and policies for those who have rendered meritorious services continue to be implemented promptly, fully, and in accordance with regulations.
In particular, the province has supported the construction of 12,915 houses under the Program to eliminate temporary and dilapidated houses and support housing construction for households affected by natural disasters and people with meritorious services, completing 100% of the plan and finishing 6 months ahead of the target set by the Central Government. As the first and only province in the country to develop and implement the Happiness Index with many creative and effective approaches, the happiness index has now reached 68.3%.
National defense and security have been maintained, political stability has been ensured, and social order and safety have been guaranteed; foreign relations and international integration have been implemented effectively. Significant results have been achieved in Party building and rectification; the leadership capacity and fighting strength of Party committees, organizations, and members at all levels have been enhanced, particularly through the streamlining of the apparatus and the merger of the two provinces, ensuring efficiency and uninterrupted operation.
Besides achievements, the Political Report of the Provincial Party Committee for the 2020-2025 term also frankly points out limitations, such as: Party building and the construction of the political system have not yet met the needs in some aspects. Economic growth is not truly sustainable; the scale of the economy is still small. There are still limitations in the fields of education and training, healthcare, and poverty reduction. The political security situation, social order, and safety still harbor complex factors; and the work of preventing, detecting, and handling crimes and violations of the law still has limitations.
For the period 2025-2030, the province sets the following general goals: Building a clean, strong, and comprehensive Party and political system; ensuring solid national defense and security; maximizing all potential, advantages, resources, and human factors; effectively exploiting new growth drivers; creating a breakthrough to build Lao Cai province into a growth pole and a center connecting economic trade between Vietnam and ASEAN countries with the Southwest region of China, following the direction of "Green, harmonious, distinctive, and happy," linked with the goal of "Protecting the border, protecting the people, protecting the forests, protecting the water, protecting the environment." By 2045, Lao Cai will become the northern development center of the country; a center connecting economic trade between Vietnam and ASEAN countries with China and Europe. Realizing the development goal of "Green, harmonious, distinctive, and happy."
To achieve that goal, the Provincial Party Committee has set out 25 key targets, 5 priority tasks, 3 breakthroughs, and 10 specific groups of solutions for the next term.
The draft review report of the Provincial Party Committee, presented by Comrade Hoang Giang, Permanent Deputy Secretary of the Provincial Party Committee, at the Congress, clearly stated: During the 2020-2025 term, the Provincial Party Committee, the Standing Committee, and the Provincial Party Committee (before and after the merger) with firm political resolve have united, maintained principles, innovated in leadership, dared to think, dared to act, and dared to take responsibility. They have both thoroughly implemented resolutions, directives, and conclusions of the Central Committee, while creatively issuing policies and guidelines suitable to the practical situation; providing decisive and scientific leadership, clearly assigning responsibilities to specific individuals and tasks. They have regularly inspected, supervised, and promptly rewarded those in need, creating new momentum and enthusiasm throughout the entire political system, contributing to the successful fulfillment of the Provincial Party Committee's political tasks.
The report also points out some limitations, shortcomings, and lessons learned; and identifies seven main tasks and solutions to further improve the quality and effectiveness of the provincial Party Committee's leadership and guidance in order to successfully achieve the goals and tasks set forth in the Resolution of the First Provincial Party Congress.
Delivering a speech at the Congress, on behalf of the Politburo, Comrade Le Hoai Trung, The Secretary of the Central Committee of the Party and Acting Minister of Foreign Affairs emphasized that over the past five years, implementing the Resolution of the 13th National Congress of the Party and the Resolution of the 2020-2025 term, amidst intertwined opportunities, advantages, difficulties, and challenges; however, with the high spirit of solidarity and unity of the entire political system, the business community, and the people of all ethnic groups in the province, Lao Cai has achieved many important and fairly comprehensive results in all fields.
The work of Party building and rectification has achieved important results; the leadership capacity and fighting strength of Party committees, Party organizations and Party members have been enhanced. The organizational apparatus has been streamlined and operated effectively and efficiently. Inspection, supervision and prevention of corruption and negativity have been strengthened; "self-evolution" and "self-transformation" have been proactively prevented, and unqualified Party members have been screened out; the quality of Party cell activities has been improved. Mass mobilization has gone into depth according to the motto " people know, people discuss, people do, people inspect, people supervise, people benefit ".
The comrade stated: In this context, the Central Committee's policy of reorganizing provincial-level administrative units, including the merger of Lao Cai and Yen Bai into the new Lao Cai province, is a strategic turning point, opening up a broader space for development in terms of population, territory, and economy; creating abundant markets and resources, increasing competitiveness and attracting investment; forming a new growth pole, promoting regional linkages along the Kunming - Lao Cai - Hanoi - Hai Phong key economic corridor; and elevating the position of the border gateway and " frontier " of the Fatherland. This is also an opportunity for the province to maximize its advantages and combine the combined strengths of the two former localities to enter a new phase of development.
The comrade also expressed strong agreement and consensus with the theme, action motto, objectives, guiding principles, 25 key targets, 5 priority tasks, 3 breakthrough areas, 10 solutions identified in the Political Report, and 17 key projects of the Provincial Party Committee presented to the Congress.
Looking ahead, the comrade suggested that the Provincial Party Committee should focus on effectively implementing five key tasks , including: prioritizing the building of a truly clean and strong Party organization, continuously enhancing the leadership capacity and fighting strength of the Party organization with new thinking and a new vision; shifting from a term-based mindset to a sustainable development mindset; concentrating leadership and guidance to ensure the smooth and effective operation of the merged two-tier local government model; deeply understanding the special strategic position of Lao Cai - a borderland, a solid " bulwark " of the Fatherland, and also a gateway for international trade on the Kunming - Lao Cai - Hanoi - Hai Phong economic corridor - to always place the province's development within the overall development of the region and the country; along with economic development, Lao Cai needs to consider human development as the central focus, placing culture and society on par with growth, improving the quality of life, satisfaction, and happiness of the people; The province prioritizes strengthening national defense and security as a pillar ensuring sustainable development.
During the morning session, the Congress focused on discussing the draft documents to be submitted to the 14th National Congress of the Party; the draft Political Report of the Provincial Party Committee for the 2020-2025 term to be submitted to the 1st Provincial Party Congress for the 2025-2030 term; and the draft Review Report of the Provincial Party Committee for the 2020-2025 term.
The Congress announced the Politburo's decision appointing the Executive Committee, Standing Committee, Secretary, and Deputy Secretary of the Lao Cai Provincial Party Committee for the 2025-2030 term.
Accordingly, the Executive Committee of the Lao Cai Provincial Party Committee, term 2025-2030, consists of 65 members; the Standing Committee of the Provincial Party Committee consists of 17 members.
The Politburo has appointed and transferred Comrade Trinh Viet Hung, Alternate Member of the Central Committee of the Party, Secretary of the Thai Nguyen Provincial Party Committee. He will participate in the Executive Committee and Standing Committee, and hold the position of Secretary of the Lao Cai Provincial Party Committee for the 2025-2030 term (the Politburo has transferred, assigned, and appointed Comrade Trinh Xuan Truong - Secretary of the Lao Cai Provincial Party Committee - to participate in the Executive Committee and Standing Committee, and hold the position of Secretary of the Thai Nguyen Provincial Party Committee for the 2025-2030 term).
The Provincial Party Committee of Lao Cai has appointed four comrades to the position of Deputy Secretary of the Provincial Party Committee for the 2025-2030 term, including: Hoang Giang - Standing Deputy Secretary of the Provincial Party Committee; Tran Huy Tuan - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nguyen Tuan Anh - Deputy Secretary of the Provincial Party Committee; and Giang Thi Dung - Deputy Secretary of the Provincial Party Committee, Chairwoman of the Vietnam Fatherland Front Committee of the province.
