Since September 26th, images of a list of income and expenditure items for the Parent-Teacher Association of Tu Hiep Secondary School (Thanh Tri, Hanoi) have been circulating on social media, featuring dozens of "unusual" fees.
For example, showing gratitude to teachers on November 20 (45 - 50 million VND), paying for students to take extra classes at Chu Van An (10 - 15 million VND); meeting expenses for class leaders, heads of parent representatives of the whole school to summarize the first semester, summarize the school year (12 - 15 million VND); supporting the organization of Mid-Autumn Festival for all students in the whole school (32 - 39 million VND), showing gratitude to teachers on the occasion of Lunar New Year (45 - 50 million VND).
The total projected revenue and expenditure for the school year ranges from 437 to 518 million VND.
At the beginning of the new school year, despite the Ministry of Education and Training and the Departments of Education and Training having issued numerous documents and regulations to tighten control over revenue and expenditure, the situation of excessive and illegal fee collection still occurs in many schools and provinces.
Parents have collectively petitioned the Ministry of Education and Training to take more decisive action, conduct thorough inspections and investigations, and strictly punish cases of deliberate violations that cause public outrage and tarnish the image of the education sector.
Regarding the issue of parents' fund revenue and expenditure, Article 10 of Circular 55 of the Charter of the Parents' Representative Board issued by the Ministry of Education and Training specifically stipulates:
The Parent-Teacher Association (PTA) is only permitted to collect two types of fees. Firstly, the operating expenses of the PTA are derived from voluntary contributions from parents and other legitimate sources of funding for the PTA.
Second, the operating budget of the school's Parents' Representative Board is taken from the operating budget of the class Parents' Representative Boards according to the recommendation of the plenary meeting of the class Parents' Representative Board heads at the beginning of the school year and other legal funding sources for the school's Parents' Representative Board.
Circular 55 also lists in detail 7 amounts of money that the Parents' Representative Board is not allowed to collect. These are: Protecting school facilities, ensuring school security; supervising students' vehicles; cleaning classrooms and schools; rewarding school administrators, teachers and staff; purchasing machinery, equipment and teaching aids for schools, classrooms or for administrators, teachers and staff; supporting management work, organizing teaching and educational activities; repairing, upgrading and constructing new school facilities.
