International University fined for enrolling more students than quota in many fields

In the recent inspection conclusion, the Ministry of Education and Training pointed out many limitations in the establishment and operation of school boards, enrollment, training management, conditions for opening and maintaining majors at all levels of university education, training, and management of granting degrees and certificates with the International University (Ho Chi Minh City National University).

Regarding enrollment , the inspector pointed out that the International University organized university enrollment in 2021, with the enrollment of major III exceeding the announced quota by 26.1%, major V exceeding the quota by 11.1%, and major VII exceeding the quota by 11.4%, violating regulations.

In 2022, the university organized university admissions in the fields of Business and Management, recruiting 13.5% more students, in the fields of Mathematics and Statistics, recruiting 23.3% more students, in the fields of Computer Science and Information Technology, recruiting 22.5% more students, and in the fields of Engineering Technology, recruiting 18.8% more students than the announced quota, violating regulations.

The Inspectorate of the Ministry of Education and Training proposed administrative sanctions against the International University for violations of enrollment exceeding the quota for a number of majors, groups of majors, and fields at the university level in 2021 and 2022. The Ministry of Education and Training requested remedial measures to be taken.

Regarding the establishment of the school council , the Ministry Inspectorate pointed out a number of shortcomings and violations. Specifically, the school council has not yet regulated the recruitment, use, and management of cadres, lecturers, civil servants, and workers.

The school board violated the provisions of the Law on HigherEducation when it did not stipulate the contents of the school's organization and operation regulations, such as the number of deputy managers and the maximum time to hold other management positions of the university.

Regarding the management of issuing diplomas and certificates, the inspection conclusion indicated that the original books for issuing bachelor's degrees in 2021 and 2022 had sufficient content but did not comply with the prescribed form. The covers of university graduation diplomas issued to students did not comply with regulations.

The Inspectorate requested Ho Chi Minh City International University to review the entire system of internal documents under the authority of the school council and the school, promptly edit, supplement and issue new documents under its authority to manage the school's enrollment and training management activities in accordance with current laws.

The Inspectorate also requested the International University to report to Ho Chi Minh City National University on the plan to handle the majors, groups of majors, and fields that exceeded enrollment targets during the inspection period and to resolve the consequences of exceeding enrollment targets.

In addition, the school needs to review and clarify the responsibilities of units and individuals under its management when the above violations occur according to the provisions of law.

The Ministry Inspectorate also requested Ho Chi Minh City National University to review and fully implement regulations on university education autonomy with member universities in accordance with the provisions of the Law on Higher Education and Decree No. 99/2019 of the Government .

At the same time, Ho Chi Minh City National University guides and directs the International University to handle the majors, groups of majors, and fields that exceed enrollment targets during the inspection period and resolve the consequences. Review and clarify the responsibilities of organizations and individuals under the university's management for the above violations according to the provisions of law.
