International University fined for exceeding enrollment quota in many fields

In a recent inspection report, the Ministry of Education and Training pointed out several shortcomings in the establishment and operation of the university council, student recruitment, training management, conditions for opening and maintaining majors at various levels of higher education, training, and the management and issuance of diplomas and certificates at the International University (Vietnam National University Ho Chi Minh City).

Regarding student recruitment , the inspection revealed that the International University's 2021 undergraduate recruitment exceeded the announced quotas by 26.1% for Group III, 11.1% for Group V, and 11.4% for Group VII, violating regulations.

In 2022, the university exceeded its announced enrollment quotas for undergraduate programs in Business and Management by 13.5%, Mathematics and Statistics by 23.3%, Computer Science and Information Technology by 22.5%, and Engineering Technology by 18.8%, violating regulations.

The Inspectorate of the Ministry of Education and Training has recommended administrative sanctions against the International University for violating regulations by exceeding enrollment quotas in several undergraduate programs, groups of programs, and fields in 2021 and 2022. The Ministry of Education and Training has requested that the university implement corrective measures.

Regarding the establishment of the school board , the Ministry's Inspectorate pointed out several shortcomings and violations. Specifically, the school board has not yet established regulations on the recruitment, employment, and management of staff, lecturers, officials, and employees.

The university council violated the regulations of the Law on Higher Education by failing to specify in the regulations on the organization and operation of the university, such as the number of deputy management staff and the maximum term for holding other management positions at the university.

Regarding the management of diploma and certificate issuance, the inspection report concluded that the original register for issuing bachelor's degrees in 2021 and 2022 contained sufficient information but did not conform to the prescribed format. The covers of the university graduation diplomas issued to students did not comply with regulations.

The inspectors requested the International University of Ho Chi Minh City to review its entire system of internal documents under the authority of the university council and the university itself, and to promptly amend, supplement, and issue new documents within its authority to manage the university's admissions and training activities in accordance with current laws.

The inspectors also requested the International University to report to the Vietnam National University Ho Chi Minh City on the plan for handling majors, groups of majors, and fields of study that exceeded enrollment quotas during the inspection period, and to address the consequences of exceeding quotas.

In addition, the school needs to review and clarify the responsibilities of the units and individuals under its management for allowing the aforementioned violations to occur, in accordance with the law.

The Ministry's Inspectorate also requested the Vietnam National University Ho Chi Minh City to review and fully implement regulations on higher education autonomy for its member universities in accordance with the Law on Higher Education and Government Decree No. 99 of 2019.

Simultaneously, the Vietnam National University Ho Chi Minh City instructed and directed the International University to handle the cases of majors, groups of majors, and fields of study that exceeded enrollment quotas during the inspection period, and to address the consequences. A review and clarification of the responsibilities of organizations and individuals under the university's management for the aforementioned violations will be conducted in accordance with the law.
