In particular, since the end of the third quarter until now, prolonged heavy rains have caused widespread floods, flash floods, and landslides in the mountainous areas of the North, North Central and Central regions, causing heavy losses in human lives, property, and many areas of rice, crops, aquaculture, and rural infrastructure have been washed away and buried.

Despite facing many difficulties and challenges, with the great efforts and determination of the entire industry, agricultural production still achieved positive results. By the end of November, the whole country had planted 7.1 million hectares of rice, down 0.1% over the same period last year; the harvested rice area was estimated at 6.95 million hectares, up 0.4% over the same period last year; the estimated output on the harvested area was 42.56 million tons, equal to 100.1% over the same period.

Regarding livestock, it is estimated that by the end of November 2025, the country's pig herd will increase by 0.3% over the same period last year; poultry will increase by 2.8%. Regarding forestry, timber exploitation will remain stable, ensuring raw material sources for processing and export activities. The area of newly planted forests in 11 months is estimated at 262.3 thousand hectares, up 10.8%; the area of planted forests being cared for is estimated at 582.5 thousand hectares, down 0.1%; the output of exploited timber is estimated at nearly 22.9 million m3 , up 6.8%. Regarding aquaculture, in the past 11 months, the total output of aquatic products is estimated at 9,049 thousand tons, up 2.9%.

Notably, the export turnover of agriculture, forestry and fishery products continues to surpass the record. In the first 11 months of 2025, the total export turnover of agriculture, forestry and fishery products is estimated to reach 64.01 billion USD, up 12.6% over the same period last year, surpassing the 62.4 billion USD mark in the whole year of 2024. Of which, agricultural product exports reached 34.24 billion USD, up 15%; livestock reached 567.4 million USD, up 16.8%; aquatic products reached 10.38 billion USD, up 13.2%; forestry products reached 16.61 billion USD, up 5.9%...

“If December maintains growth, exports will reach approximately 70 billion USD, exactly as the target of 65 - 70 billion USD this year,” Deputy Minister Phung Duc Tien commented.

Establish a working group to support import and export associated with industry restructuring

According to the forecast of the Department of Hydrometeorology, in December, the weather situation will continue to develop unfavorably. Accordingly, it is forecasted that in the East Sea area, there is a possibility of 1-2 storms/tropical depressions; in the Central and South Central regions, there is a possibility of 1-2 widespread moderate and heavy rains, in which the rainfall in the area from South Quang Tri to the North of the South Central Coast tends to be higher than the average of many years, it is necessary to guard against the risk of flash floods and landslides.

In that context, to ensure the export target of nearly 70 billion USD, the Ministry of Agriculture and Environment determined to focus on perfecting institutions and policies to serve the growth of the sector and export of agriculture, forestry and fishery; synchronously and effectively implementing resolutions, strategies, programs, projects, planning and development plans for the sector.

At the same time, the Ministry will promote restructuring of the sector in association with the development of ecological agriculture, green economy, circular economy, and climate change adaptation; improve productivity, quality, added value, and efficiency of production and business of agriculture, forestry, and fisheries, ensuring food security, water security, and ecological security. The Ministry will also organize conferences and working groups to support the development of production, import and export of agriculture, forestry, and fisheries in association with restructuring the sector.

In addition, the Ministry supports localities in organizing and operating two-level local governments; promotes administrative reform, removes barriers in mechanisms, policies, and administrative procedures associated with digital transformation and Project 06; establishes 10 working groups to grasp the situation, provide guidance, and resolve problems; and assigns officials and civil servants to directly support 34 provinces and cities.

Another important task is to promote the development of domestic and export markets. Effectively implement the Plan to promote agricultural, forestry and fishery exports in 2025 according to Decision No. 2396/QD-BNNMT.

In response to the US imposition of reciprocal tariffs, the Ministry implemented Decision No. 126/QD-BNNMT on the Action Plan to adapt to new tariffs with groups of solutions on market, science and technology, policy, economic diplomacy, and industry chain linkage; increased support for businesses to open markets and increase imports and exports, especially with the US.
