(To Quoc Newspaper) - On the morning of December 13th, the Hanoi Department of Culture and Sports, in coordination with the Department of Grassroots Culture (Ministry of Culture, Sports and Tourism), organized a conference to discuss solutions for disseminating information about cultural values, family values, and the standards of Vietnamese people in the new context, implementing Plan No. 2074/KH-BVHTTDL of the Ministry of Culture, Sports and Tourism on preserving and promoting the cultural values of the Capital City, and building criteria for elegant and civilized Hanoi people.
The event was attended by experts and leaders from cultural management agencies of 14 provinces and cities.
The urgent need to build a system of human values that is appropriate for the times.
According to Do Dinh Hong, Director of the Hanoi Department of Culture and Sports, Hanoi has many resources for cultural development, with human resources being the number one and most important resource. In addition, Hanoi possesses vast cultural heritage resources, with nearly 6,000 historical sites, 1,793 cultural heritage sites, over 1,500 traditional festivals, and 1,300 craft villages and villages with traditional crafts. Hanoi also has many large cultural and sports institutions and holds titles such as "City for Peace " and "Creative City". "Hanoi has many advantages for developing culture and its people, and the city of Hanoi recognizes that developing culture and its people is the driving force for the capital's development," Mr. Do Dinh Hong shared.

In her opening remarks at the conference, Deputy Director of the Hanoi Department of Culture and Sports, Tran Thi Van Anh, stated that in the context of globalization and deep international integration, Hanoi faces many great opportunities but also numerous challenges. The interplay between traditional and modern values, between national identity and international influence, creates an urgent need to build a system of human values that is appropriate for the times, while affirming the representative role of the capital city for the whole country.
Currently, the Hanoi Department of Culture and Sports has drafted plans to quantify the standards for building a "refined, elegant, compassionate, and civilized" Hanoi citizen into criteria. Plan 1 states that Hanoi citizens in the era of reform and international integration need to ensure the following criteria: Elegance (polite and courteous behavior in daily communication); civility in conduct; creativity in thinking and action; modernity in lifestyle; international integration; preservation of identity and pride…
Option 2 suggests that Hanoians need the following personality traits: a sense of pride and representation of the capital city; a sense of responsibility for its role as a political and cultural center; exemplary communication skills; a spirit of deep international integration; promoting the heritage values of Thang Long - Hanoi; an awareness of building a modern and smart city; and a spirit of creative leadership…
A new era and new demands on the people of Hanoi.
At the conference, delegates made significant contributions to the development of criteria for Vietnamese people. According to Dr. Nguyen Viet Chuc, former Vice Chairman of the National Assembly's Committee on Culture, Education, Youth, and Children (now the Committee on Culture and Education), Hanoians need qualities such as pioneering spirit, courage, creativity, and tolerance. "Pioneering is a necessary quality for Hanoians on the threshold of a new era. Hanoians possess the greatest asset in the national cultural treasure trove, and receive the best material and spiritual conditions as citizens of the capital city, the political nerve center, and a major economic, cultural, and social hub. They must be pioneers in all fields of the new era. If Hanoians are not pioneers, then who are they waiting for? Where are they waiting to be pioneers?!"

Dr. Nguyen Viet Chuc believes that the second criterion for Hanoians is courage. "To be a pioneer, to be creative, one must have courage. Courage in learning and work. Courage in life. The new era, with its rapid development, scope, and level of openness and deep integration, presents both great and complex opportunities and challenges! Without courage, one cannot adapt! Third: Creativity! The new era, the digital era, the technological era, the era of the 4.0 revolution, does not allow for backwardness in thinking or work. Creativity is the top quality to meet this requirement! Fourth: Tolerance! This quality is inherent in Vietnamese people in general, especially Hanoians. Without tolerance, how could it be a cradle for nurturing talent from all over the country?" – Dr. Nguyen Viet Chuc stated.
According to Associate Professor Dr. Luong Dinh Hai, Hanoi has been a pioneer in establishing codes of conduct and standards for the people of the capital city – elegant, refined, compassionate, civilized, and creative. “If we are to develop sets of standards for various groups, we should first focus on ethical standards,” Associate Professor Dr. Luong Dinh Hai stated. Contributing further to the criteria for Hanoi residents, delegates suggested that, in addition to the standards currently being developed, Hanoi should pay attention to several virtues suitable for modern life, such as keeping one's word; respecting the law, particularly traffic laws; and preserving and maintaining traditional culture to attract cultural and human resources from across the country.

Concluding the conference, Luong Duc Thang, Deputy Director of the Department of Grassroots Culture (Ministry of Culture, Sports and Tourism), stated that in recent times, the Central Government and Hanoi have paid great attention to building a system of cultural values, family values, and standards of Vietnamese people in the new situation.

These values need to be quantified specifically, closely aligned with reality, and serve the development goals of the capital city in particular and Vietnam in general.
