On December 7th, in Hoa Binh province , the Ministry of Information and Communications, the Standing Office of the Government's Steering Committee for Human Rights, and the People's Committee of Hoa Binh province jointly organized a training conference on external information work regarding human rights. (Conference). Associate Professor, Dr. Le Hai Binh, Alternate Member of the Central Committee of the Communist Party of Vietnam, Deputy Head of the Central Propaganda Department, and Deputy Head of the Standing Committee of the Central Steering Committee for External Information Work, attended and chaired the conference. The workshop was also attended by 280 delegates from the Standing Office of the Government's Human Rights Steering Committee, officials from various departments and agencies, members of the Hoa Binh Provincial Human Rights Steering Committee, and officials in charge of external information work from 25 provinces and cities nationwide.![]() |

In his opening remarks, Comrade Pham Anh Tuan, Director of the Department of External Information, Ministry of Information and Communications , stated that this was the third training conference in 2023 aimed at disseminating Conclusion No. 57-KL/TW dated June 15, 2023, of the Politburo on continuing to improve the quality and effectiveness of external information work in the new situation and directly implementing the Project on Communication on Human Rights in Vietnam (Decision No. 1079/QD-TTg).![]() |

Speaking at the conference, Mr. Nguyen Van Chuong, Vice Chairman of the People's Committee of Hoa Binh province, said that Hoa Binh is a mountainous province with many economic and social difficulties, and the awareness of a segment of the population is still limited.![]() |

Therefore, Comrade Nguyen Van Chuong expressed his wish for the Ministry of Information and Communications and the Government's Steering Committee for Human Rights to continue organizing more training conferences on external information work regarding human rights in Hoa Binh. This is an opportunity for officials, Party members, and members of the Hoa Binh Provincial Steering Committee for Human Rights to exchange ideas, learn, and better understand the importance of external information work on human rights and policy communication; and to update on the situation and requirements for information and propaganda work on human rights in the coming period. At the conference, Comrade Le Hai Binh, Deputy Head of the Central Propaganda Department and Deputy Head of the Standing Committee of the Central Steering Committee for External Information Work, stated that Conclusion No. 16-KL/TW, dated February 14, 2012, of the Politburo (11th term) on the strategy for developing external information work in the period 2010-2020 is an important document that still holds much value today. However, in the context of Vietnam's increasingly elevated position on the international stage, external communication and information work needs to change to overcome existing shortcomings and limitations and meet the new situation. Regarding this issue, Conclusion No. 57-KL/TW of the Politburo reflects the new spirit and perspective of the Party on external information work, as well as the requirements for external communication and information on human rights. At the conference, Major General Nguyen Van Ky updated the situation and results of Vietnam in ensuring and promoting human rights to external information officials from 26 provinces and cities. At the same time, the Deputy Head of the Standing Office of the Steering Committee for Human Rights provided information on some subversive activities by hostile forces that have taken place recently and reminded delegates to be vigilant and promptly combat and refute malicious and distorted narratives about the human rights situation in Vietnam.![]() |

The conference organizers noted many practical experiences shared by delegates from 26 provinces and cities nationwide. Representatives from the Department of External Information and the Standing Office of the Steering Committee on Human Rights answered questions and resolved difficulties faced by provinces in implementing Decision No. 1079/QD-TTg. On this occasion, the Department of External Information and the Standing Office of the Government's Steering Committee on Human Rights jointly organized a model conference on the mechanism for providing information to the press on human rights and external information work on a regular basis.PV
