Organizational restructuring: The right person for the right job, with the right expertise.
To achieve this result, Dong Thap province had prepared from the outset when implementing the policy of building a two-tiered local government. Accordingly, from mid-June 2025, the Provincial Party Standing Committee established working groups to directly visit localities to inspect the preparation for the operation of the two-tiered local government organization. The Provincial People's Committee also established a working group to monitor and coordinate the transition of managing programs, tasks, projects, and public investment plans during the process of reorganizing and consolidating the two-tiered local government apparatus.
The proactive approach of the government, the decisive involvement of local authorities at all levels and sectors, and all officials and employees of Dong Thap province have contributed to ensuring the conditions for the official operation of a two-tiered government system on July 1, 2025.
The first thing that the (new) Dong Thap province did was to review and reorganize the staff at the commune level by bringing capable and qualified civil servants from the province to communes and wards to support and improve the quality of operations after the merger of communes and wards throughout the province.
Speaking to the Government Online Newspaper, Mr. Nguyen Van Vu Minh, Director of the Department of Internal Affairs of Dong Thap province, said: "We prioritize professional qualifications and ethical qualities. In particular, positions directly related to resolving the rights and interests of citizens and businesses (such as land administration, finance, construction, social welfare, and taxation) are given priority in assigning skilled professionals with a thorough understanding of the local area."
Dong Thap continues to train its staff, improve its information technology infrastructure, and enhance the quality of service. The goal is for citizens and businesses to only need to visit the government once to complete their tasks.
Besides focusing on professional expertise, Dong Thap also adjusted the number of commune-level staff to match the actual workload at the grassroots level. As a result, officials in communes and wards are not overloaded during peak hours for receiving applications; work is processed through an interconnected process, avoiding the situation of applications being delayed beyond the deadline.
While collecting social retirement benefits for his relatives at My Tho ward, Mr. Chau Moc Phat, residing at 182 Trinh Hoai Duc Street, expressed his satisfaction with the enthusiastic attitude of the civil servants at the ward's Public Administrative Service Center. Mr. Phat received clear guidance and support in submitting his application online through the National Public Service Portal and in checking his application status online.
"My family's application was processed quickly, the procedures were simple, the officials were not troublesome, and their attitude was friendly, so I felt reassured when I came to complete the procedures for my relatives," Mr. Phat said.
According to Mr. Ngo Huynh Quang Thai, Secretary of the Party Committee of My Tho Ward, from July 1st, 2025 to September 5th, 2025, the My Tho Ward Public Administrative Service Center received a total of 2,456 administrative procedure dossiers in various fields such as civil registration, notarization, social welfare, land, construction, and business. As a result, 2,389 dossiers were resolved, with 1,783 ahead of schedule, 606 on time, and 67 dossiers currently being processed.

Public Administrative Service Center: The first 'touchpoint' for citizens.
One of the "bright spots" following the merger of Dong Thap province is the establishment and operation of Public Administrative Service Centers at the commune and ward levels. These centers have received investment in both infrastructure and personnel, helping people access administrative services conveniently right where they live.
Mr. Tran Van Tan, Director of the Public Administrative Service Center of Dong Thap province, assessed: "The Public Administrative Service Centers at the commune and ward levels are the first 'gateway' of the new government to the people. We require that all documents be received quickly, processed on time, and if there are any problems, people must be notified by phone or directly informed."
In addition, Dong Thap province announced a hotline providing guidance on the operational model of the Public Administrative Service Center via telephone number 0904.428193; and receiving and guiding citizens on the work of receiving citizens and resolving complaints and denunciations from people when implementing the two-tiered government system via telephone number 0976.068475.
Provincial task forces conducted on-site inspections, particularly at the Public Administrative Service Centers, to direct, supervise, urge, guide, and resolve difficulties and obstacles faced by the newly established commune-level administrative units. As a result, on the very first day of operation of the two-tiered government system, most commune-level Public Administrative Service Centers received applications for administrative procedures from organizations and individuals, forwarded them to the competent agencies and units for processing, and returned the results to organizations and individuals within the stipulated timeframe.
In Thuong Phuoc commune, a border upstream area, Mr. Le Hung Dung, Secretary of the Commune Party Committee, said that after two months of operation, the Public Administrative Service Center has received and processed 5,568 applications (in the fields of civil registration, land, notarization, etc.). The percentage of applications processed and returned on time or ahead of schedule is high (99.6%), while the percentage of applications returned late is very low (0.4%).
Surveys show that the satisfaction level of organizations and individuals using the National Public Service Portal is over 99%.
Mr. Chau Thanh Binh, residing in Long Hung 2 hamlet, Tan Chau ward, An Giang province, went to Thuong Phuoc commune to register his marriage with his wife, Huynh Thi My Phuong, even though she did not yet have citizenship, only a permanent residence card. "At home, I was worried about whether we could register, but when we arrived at the commune, the officials guided and advised us thoroughly on the legal procedures," Mr. Binh said happily.

Address problems at the grassroots level.
Following the merger, one of Dong Thap's top priorities is to promptly address procedures related to land, construction permits, investment, business, and taxes… which are areas prone to public dissatisfaction.
Speaking with the Government Online Newspaper, Chairman of the People's Committee of Dong Thap province, Tran Tri Quang, affirmed: "The people and businesses need transparency and speed. We require commune-level officials to have a firm grasp of the law, follow the correct procedures, but not to shirk responsibility. If there are any difficulties, they should report them immediately so that higher authorities can resolve them."
Many people have commented that the biggest difference is that officials are now closer to the people. The streamlining of the administrative apparatus and the granting of more power to the commune level have resulted in faster decision-making, without having to go through many layers of bureaucracy.
In addition to improving processes, Dong Thap province has also synchronized its data systems and management software from the commune level to the provincial level. All public services are directly connected to the National Public Service Portal. This significantly reduces the time required for document processing and ensures transparency in the processing schedule.
In particular, the province has established 1,890 community-based digital technology teams with over 15,000 members – ranging from officials and youth union members to teachers and students – to support people in accessing online public services. Each team is responsible for a neighborhood or hamlet, ready to guide people on how to submit applications online, look up information, or use tax declaration applications.
From directives to actions of the entire political system.
To achieve the current results, Dong Thap province has focused on closely leading and directing the situation at the grassroots level. Provincial leaders regularly hold online meetings with all 102 communes and wards to hear reports and resolve problems immediately.
By bringing the authority to handle work down to the grassroots level, Dong Thap is transforming the slogan "resolving people's issues right from the commune and ward level" into concrete actions, bringing satisfaction to people and businesses every day.
Chairman of the People's Committee of Dong Thap province, Tran Tri Quang, emphasized: "We will not let any issues remain unresolved for more than a week. Commune officials must proactively report issues, and departments and agencies must send personnel to the site to provide timely and effective guidance and support."
Furthermore, Dong Thap province also organizes many dialogues and listens to the opinions of the people, especially on "hot" issues, which are directly handled by commune and ward leaders at citizen reception sessions. This is an important channel for the government to understand the thoughts and aspirations of the people, thereby adjusting its approach accordingly.
Mr. Ngo Huynh Quang Thai, Secretary of the Party Committee of My Tho Ward, shared: After two months of operation, My Tho Ward has quickly stabilized its organization and established orderly operations. Despite many difficulties due to the new structure and some officials being unfamiliar with their work, thanks to the spirit of unity, responsibility, and consensus of the people, the ward has effectively implemented key tasks. The Party Committee promptly disseminated and implemented Resolutions, Conclusions, and Plans of the Central and Provincial Party Committees; established full advisory bodies, and clearly assigned responsibilities to specific individuals. The People's Council issued resolutions on socio-economic development, national defense and security, and resolved outstanding issues from the past.
The ward's Public Administrative Service Center operates smoothly, ensuring no delays in processing applications and facilitating convenience for citizens. Security and order are maintained, especially during the September 2nd holiday. Social welfare work is given attention, providing timely support to poor households and families entitled to preferential policies, and mobilizing social resources to care for the people. With this foundation, the ward is focusing on exploiting its strengths in trade and services to promote socio-economic development in the remaining months of 2025.

Looking to the future after the 'reorganization of the country'…
The new two-tiered government model in Dong Thap is operating smoothly and effectively, initially showing that this is the right direction for a revolutionary policy from the Central Government on "reorganizing the country," providing Dong Thap in particular and the whole country in general with an important foundation to confidently enter a new era.
The first thing that citizens and businesses can clearly feel when interacting with the government is that administrative procedures are streamlined, data is digitized and synchronized, and officials are closer to the people… all of which are creating a foundation for sustainable development.
After more than two months of operating the two-tiered government system, the Standing Committee of the Dong Thap Provincial Party Committee held a conference to evaluate the operational process of 102 communes and wards in the province. The results showed that all communes and wards strictly complied with the policies, leadership, direction, and guidance of higher levels regarding the implementation of the reorganization of the administrative apparatus and the two-tiered government model.
The majority of cadres and Party members have firm stances and ideologies, trust in the Party's leadership and the government's management and administration, and are confident in their work. In the initial stages of operating under the new model, the cadres and Party members generally showed greater effort, determination, and responsibility in performing their duties and adapted to their work quite quickly.
To date, 102 commune-level and provincial-level public administrative service centers have been operating stably, effectively handling administrative procedures for citizens and businesses.
Secretary of the Dong Thap Provincial Party Committee Le Quoc Phong requested that the entire political system in the province be more determined and make greater efforts to improve operational efficiency and better serve the needs of the people. In particular, he emphasized the role and responsibility of the heads of communes and wards in operating the apparatus; comprehensively review the contents and tasks that have been decentralized and delegated; and compile and report on all necessary conditions to ensure smooth operation.
Secretary Le Quoc Phong stated that in September, solutions must be found to ensure adequate facilities for the operation of communes and wards, especially the Public Administrative Service Center, to meet the needs of citizens and businesses; and to review the staff of officials and civil servants for timely assessment and appropriate arrangement. Provincial departments and agencies must proactively provide professional support and information through working groups, sharing expertise; fostering a spirit of solidarity, and ensuring smooth reporting from the province to the communes and wards.
With what has been achieved after more than two months of operation, Dong Thap province is demonstrating that the two-tiered government model can operate smoothly and effectively if there is political will, public consensus, and a scientific and rational organizational approach.
Today, the people of Dong Thap not only see the government closer to them geographically, but also closer in its service attitude and understanding. This is the greatest achievement of the process of consolidating and reforming the administrative apparatus, an achievement that promises to be further strengthened in the future.
