On September 24th, the Minister of Agriculture and Rural Development issued Official Dispatch No. 7158/CD-BNN-DD to the Director of Hoa Binh Hydropower Company regarding the closure of the remaining bottom sluice gate of Hoa Binh hydropower reservoir.

Accordingly, at 6:00 AM on September 24th, the upstream water level of Hoa Binh reservoir was at an elevation of 116.50m, the inflow to the reservoir was 1,087 /second, and the outflow was 3,937 /second.

In accordance with Clause 2, Article 12 of the Operating Procedure for Inter-Reservoir Management on the Red River Basin, issued under Decision No. 740/QD-TTg dated June 17, 2019, by the Prime Minister; and Resolution No. 102/NQ-CP dated June 29, 2024, of the Government on ensuring the direction and management of disaster prevention and control during the period of consolidating the civil defense command and control agencies at all levels, the Minister of Agriculture and Rural Development ordered the Director of Hoa Binh Hydropower Company to close the remaining bottom discharge gate of Hoa Binh hydropower reservoir at 12:00 PM on September 24.

Hoa Binh Hydropower Company closely monitors rainfall and flood developments, structural safety, inflow into the reservoir, and upstream and downstream water levels, promptly reporting to the Ministry of Agriculture and Rural Development (through the Department of Dike Management and Disaster Prevention and Control) and other relevant agencies as required.

On the same day, the Minister of Agriculture and Rural Development issued document No. 7159/BNN-DD to the People's Committees of the provinces and cities of Hoa Binh, Phu Tho, Vinh Phuc, Hanoi, Bac Ninh, Hai Duong, Hai Phong, Hung Yen, Ha Nam, Thai Binh, Nam Dinh, and Ninh Binh regarding ensuring downstream safety when operating the Hoa Binh hydropower reservoir.

To ensure the safety of construction projects and activities along the riverbanks, the Ministry of Agriculture and Rural Development requests the People's Committees of the aforementioned provinces and cities to inform all levels of government, the public, and organizations operating on and along the river about this information so that they can proactively take measures to ensure safety and adjust their activities accordingly; preventing people from going to areas at risk of landslides or construction sites, to avoid unfortunate losses. At the same time, promptly report any unusual situations to the Ministry of Agriculture and Rural Development (through the Department of Dike Management and Disaster Prevention and Control).

Previously, Hoa Binh Hydropower Plant closed two bottom sluice gates on September 23rd.
