Deputy Prime Minister Le Thanh Long signed Decision No. 27/QD-TTg promulgating the Plan for implementing the Recommendations of the United Nations Committee on the Rights of the Child.
The plan aims to help ministries, central and local agencies clearly define their responsibilities in implementing the Recommendations of the United Nations Committee on the Rights of the Child (the Committee); and to strengthen coordination among relevant agencies to implement children's rights in a synchronized, comprehensive, and effective manner, ensuring the best interests of children.
The plan requires ministries, central and local agencies to review and develop implementation plans for the Recommendations based on the functions and responsibilities of the lead and coordinating agencies; effectively integrate them with the implementation of programs, plans, projects, and policies on children; define specific responsibilities and implementation roadmaps for the Recommendations in accordance with the functions, responsibilities, powers, and circumstances of ministries, central and local agencies; and regularly inspect and periodically evaluate the implementation of children's rights and the Recommendations.
The plan will implement the following tasks and solutions:
Continue to research, review, develop, and improve the legal and policy system to promote the realization of children's rights in accordance with the United Nations Convention on the Rights of the Child and other international conventions and treaties related to children to which Vietnam is a signatory.
Strengthen communication, education , and social mobilization efforts to raise awareness, responsibility, knowledge, and skills in implementing children's rights.
Enhance the professional capacity and expertise of officials and staff working in child protection and related fields at all levels and in all sectors; strengthen inter-sectoral coordination and implement activities and models for the care, education, and protection of children.

Develop a system of services to ensure the realization of children's rights and address issues related to children.
Inspect and monitor the implementation of children's rights and issues related to children. Develop and improve the quality of the database on children, linking it with the national population database and specialized databases.
Priority should be given to allocating funds for the implementation of children's rights and addressing issues related to children, in accordance with the actual situation and the state budget's balancing capacity as prescribed.
Strengthen international cooperation to ensure the realization of children's rights in accordance with international norms and practices.
The Deputy Prime Minister requested the Ministry of Labour, Invalids and Social Affairs to urge and coordinate with ministries, sectors, and localities to develop and implement this Plan.
Ministries, ministerial-level agencies, government agencies, and People's Committees of provinces and centrally-administered cities shall base their plans, timelines, and implementation schedules on the tasks and solutions outlined in the Plan to ensure timely and effective implementation.
Proactively allocate resources to implement the goals, targets, tasks, and solutions to ensure the realization of children's rights and address children's issues within the scope of responsibility and authority; effectively integrate the implementation of the Recommendations into the implementation of national target programs and approved programs, projects, and plans; focus on directing, strengthening supervision, and inspecting the implementation of the Plan, and report the results to the Ministry of Labour, Invalids and Social Affairs for compilation and reporting.
