Bac Ninh: 5 consecutive weeks leading the country in the index of serving people and businesses in the electronic environment

BAC NINH - According to the results announced on the National Public Service Portal, by October 20, 2025, Bac Ninh province achieved 91.78/100 points, continuing to maintain the No. 1 position out of 34 provinces and cities nationwide for 5 consecutive weeks in the Index of direction, administration and assessment of service quality for people and businesses in performing administrative procedures and public services in real time in the electronic environment.

Compared to last week, the province's total score increased slightly by 0.08 points, reflecting a stable trend after a period of strong growth. Bac Ninh was the only locality to surpass the 91-point mark, 2.2 points higher than the average of the top 10 localities, continuing to affirm its leading position nationwide.

Bac Ninh province will deploy digital signature of business registration results from October 20, 2025.

In the ranking of departments and branches, the Provincial People's Committee Office achieved 94.57 points, rising to the leading position. The Department of Agriculture and Environment made remarkable progress when it increased from 69.23 points to 91.60 points after overcoming problems in data synchronization.

At the commune and ward levels, Hop Thinh commune and Tan Tien ward both achieved 93.57 points, maintaining the leading position; Bac Giang ward increased by 0.25 points, reaching 93.38 points, ranking third. During the week, 7 units had their technical scores deducted by 2 points due to system errors, ensuring fairness and objectivity in the assessment. At the bottom of the table, Cam Ly commune increased the most (+1.53 points), from 99th to 97th, while Yen The commune decreased by 0.24 points, falling to 92nd.

The gap between the leading and bottom units narrowed to 4.78 points, showing that service quality is increasingly uniform among localities.

Last week, Bac Ninh province began digitally signing the results of processing business registration dossiers from October 20, 2025, marking an important step forward in digital transformation, aiming to achieve maximum score in the "Document Digitization" index.

To continue maintaining the leading position, the People's Committee of Bac Ninh province requested agencies and units to continue to focus on reviewing and promptly correcting the indicators that tend to decline, especially the "Online Public Services" and "Online Payment" indicators. Strengthen the implementation of digital signature of records, increase the rate of timely settlement, and reduce the number of records that need to be supplemented.

Maintain stability and improve the "Publicity and Transparency" and "Satisfaction Level" index of people and businesses. Monitor and coordinate with the Government Office to promptly handle technical issues arising on the National Public Service Portal system.

The results of 5 consecutive weeks leading the country continue to affirm the efforts, determination and effectiveness in administrative reform and digital transformation of Bac Ninh province, towards building a professional and modern administration, better serving the needs of people and businesses.
