Bac Ninh: Proactively responding to climate change, strengthening resource management and environmental protection

BAC NINH - Vice Chairman of the Provincial People's Committee Dao Quang Khai has just signed and issued Plan No. 19/KH-UBND on implementing Resolution No. 122/NQ-CP dated May 8, 2025 of the Government promulgating the Plan to implement Conclusion No. 81-KL/TW dated June 4, 2024 of the Politburo on continuing to implement Resolution No. 7 of the 11th Central Committee on proactively responding to climate change, strengthening resource management and environmental protection.

Accordingly, the purpose of the Plan is to seriously and effectively implement the contents of Resolution No. 122/NQ-CP dated May 8, 2025 of the Government on proactively responding to climate change, strengthening resource management and environmental protection.

By 2030, the goal is to ensure that 100% of industrial clusters have centralized wastewater treatment systems operating in accordance with environmental technical standards before becoming operational; over 50% of domestic wastewater in urban areas is treated to meet prescribed standards and regulations; 100% of urban solid waste is collected and treated according to regulations; 98.5% of rural solid waste is collected and treated according to regulations; plastic waste in river and lake basins is reduced by 75%; forest cover remains stable at over 42%; and 70% of nature reserves are assessed as being managed effectively…

To achieve the set goals, the Plan focuses on implementing six key tasks and solutions, with continued emphasis on communication and education to create unity in awareness and action regarding proactive response to climate change, disaster prevention and control, efficient and economical resource management and use, and environmental protection. It also includes disseminating information on requirements, best practices, and advanced models for green transition, greenhouse gas emission reduction, efficient resource use, and environmental protection.

Focus on perfecting mechanisms and policies for integrated management and coordination of inter-sectoral, inter-regional, and inter-field issues. Develop mechanisms and policies to mobilize resources and promote the application of economic tools and market access to proactively respond to climate change and improve the effectiveness of resource management and environmental protection.

Implement a green transition, promote the development of a circular economy, and ensure a just energy transition. Focus resources on addressing the risks of resource depletion, environmental pollution, degradation of natural ecosystems, challenges in adapting to climate change, and achieving the goal of net zero emissions.

Regularly update climate change scenarios, complete prevention plans and options, proactively respond to climate change, and minimize natural disaster risks.

Enhance the efficiency and effectiveness of resource management, promote basic research, rational exploitation, and economical and efficient use of natural resources. Focus and prioritize resources to effectively address urgent environmental issues, proactively prevent and control pollution, and conserve nature and biodiversity...
