Ensure that Bach Mai Hospital and Viet Duc Hospital's second facility operate on schedule and with quality standards.

(Chinhphu.vn) - The Government Office issued Notice No. 684/TB-VPCP summarizing the conclusions of Deputy Prime Minister Le Thanh Long during his inspection and monitoring of the progress of the Investment Project for the Construction of Facility 2 of Viet Duc Friendship Hospital and the Investment Project for the Construction of Facility 2 of Bach Mai Hospital in Ninh Binh.

Focus all available resources on completing the remaining items.

To expedite the commissioning and operation of the two hospitals to better serve the healthcare needs of the people, the Deputy Prime Minister requested the Ministry of Health , the Project Management Board, contractors, and relevant ministries and agencies, according to their functions, duties, and authority, to continue to be determined and make greater efforts to urgently complete the remaining items at the two projects, along with the synchronized, decisive, and effective implementation of urgent tasks and solutions to finalize the legal documents and ensure the operation of the two hospitals.

The Deputy Prime Minister noted that the Ministry of Health needs to direct the Project Management Board and relevant units to closely coordinate with contractors to continue mobilizing and concentrating maximum resources to urgently complete the remaining items at the two projects, especially for the investment project to build the Vietnam-Germany Friendship Hospital, Branch 2; and requested contractors to urgently complete the fire prevention and fighting design documents in accordance with the guidelines of the Ministry of Public Security and complete the construction drawing design documents for the remaining items and any arising items, and submit them to agencies under the Ministry of Construction for review and verification as prescribed. The Deputy Minister of Health in charge of the field will continue to closely monitor the actual situation, directly supervise the implementation and completion of these tasks; and promptly report and make recommendations to competent authorities on issues beyond their authority.

Simultaneously, the Ministry of Health, in coordination with the Ministry of Finance, the Ministry of Justice, and other relevant ministries and agencies, is urgently and focusedly completing the report to the Government on the mechanism for ensuring the operation of the two hospitals, guaranteeing the committed quality and progress; decisively directing the two hospitals, especially Viet Duc Friendship Hospital, to closely monitor the actual situation at the two construction sites, prepare human resources, and promote the procurement and bidding of equipment to ensure quality and progress according to regulations; and coordinating with contractors to promptly hand over, install, and provide guidance so that the two hospitals can begin operation after meeting the required operating conditions. Simultaneously, direct relevant units to research and work directly with functional agencies to coordinate on the handling and resolution of related medical assets and equipment in accordance with Resolution No. 164/2024/QH15 dated November 28, 2024, of the National Assembly.

The Ministry of Health directs the Project Management Board, the two hospitals, and related units to closely coordinate with the Ministry of Construction, the People's Committee of Ninh Binh province, and relevant agencies to thoroughly review and prepare for the inauguration ceremony of the two completed projects, along with the inauguration and groundbreaking ceremonies for other large-scale and significant projects and works, to commemorate the 79th anniversary of the National Resistance War and to celebrate the 14th National Congress of the Party (scheduled to be held on December 19, 2025).

Resolving definitively all issues arising in fire prevention and firefighting.

The Deputy Prime Minister requested the Ministry of Public Security to direct relevant agencies to continue proactively coordinating and guiding the Ministry of Health, the Project Management Board, and contractors to promptly and effectively implement the plans and solutions agreed upon by the agencies, and to definitively resolve any issues arising in fire prevention and fighting; and to direct relevant units to review and appraise the design and approve the acceptance of fire prevention and fighting plans in accordance with regulations.

The Ministry of Construction directs relevant agencies to continue coordinating and guiding the Ministry of Health, the Project Management Board, and contractors to definitively handle and resolve all matters related to the design drawings of the remaining items, any newly arising items, and to review and appraise them according to regulations.

The Ministry of Finance directs relevant agencies to continue coordinating and guiding the Ministry of Health in completing the dossier on mechanisms to ensure the operation of the two hospitals, ensuring quality and progress in accordance with legal regulations.

The People's Committee of Ninh Binh province has directed relevant agencies to proactively coordinate with the Ministry of Health, the Project Management Board, and the two hospitals to urgently construct and complete the infrastructure items related to the two projects (trees, lawns, traffic flow management, etc.) in order to prepare well for the inauguration ceremony marking the completion of the two projects and other necessary conditions as prescribed to put the two hospitals into operation.

* According to information from the Ministry of Health, construction is progressing rapidly on the second facility of Bach Mai Hospital and Viet Duc Friendship Hospital (Ninh Binh province), with the construction phase expected to be inaugurated on December 19th.

By the first quarter of 2026 at the latest, the second branch of Viet Duc Friendship Hospital in Ninh Binh will begin admitting patients. The hospital proposes starting operations at 30% capacity in the initial phase, equivalent to 300 beds. Once the system is operating stably, the hospital will expand its scale based on actual needs.

Bach Mai Hospital's second facility will officially begin its first phase of operation on December 19th, with all essential sections including: outpatient examination, emergency care, laboratory and paraclinical services, diagnostic imaging, and a system of 325 inpatient beds.

The opening of the second facility is expected to bring many practical benefits to the people of Ninh Binh and the surrounding area. These include eliminating the need to travel long distances to Hanoi; reducing treatment costs and time; providing access to high-quality, specialized medical services right in their locality; and improving the chances of survival in emergency situations and for serious illnesses.
