Attending the working session were Comrade Hoang Giang, Deputy Secretary of the Provincial Party Committee; members of the survey team; Comrade Ly Thi Vinh, Member of the Standing Committee and Head of the Provincial Party Committee's Mass Mobilization Department; members of the Standing Committee of the District Party Committee, leaders of the District People's Committee; and leaders representing the Party building departments of the District Party Committee and specialized departments of the District People's Committee.

Si Ma Cai District is home to 15 ethnic groups living together, with ethnic minorities accounting for over 96% of the population, and the Hmong ethnic group alone making up over 81%. Over the years, the Party committees, government at all levels, agencies, units, officials, Party members, and the people have always been united in implementing the district's political tasks; national defense and security have been strengthened, political security and social order have been ensured, and national border sovereignty has been firmly protected; socio-economic development continues, and people's lives have steadily improved.

The district has led and directed the strengthening of propaganda work to raise public awareness and clearly recognize the schemes and tactics of hostile forces that exploit issues of "ethnicity," "democracy," and " human rights " to oppose the Party and the State, sow discord between ethnic groups and Party committees and authorities, weaken the strength, and destroy the great national unity. It has also promoted the role of clans and influential people in the community, closely monitoring the situation of ethnic groups and religions, and promptly preventing any manifestations of hostile forces exploiting ethnic and religious issues to undermine the revolution.
Policies and laws on ethnicity and religion are fully implemented, respecting the people's right to freedom of belief, religion, and non-belief; and mobilizing the people to build a cultural life in residential areas.

The work of building the grassroots political system, developing a team of cadres and Party members from ethnic minorities, and promoting the role of key figures and influential individuals in ethnic minority communities has been given priority in guidance.
Currently, 71 out of 136 cadres under the management of the District Party Committee Standing Committee are from ethnic minorities; 3 out of 13 cadres under the management of the Provincial Party Committee Standing Committee are from ethnic minorities; and 1,730 out of 2,457 Party members in the entire district are from ethnic minorities.






During the meeting, delegates discussed and clarified several issues arising in the implementation of ethnic and religious policies at the local level; the preservation of traditional cultural identities of ethnic groups during cultural exchange and adaptation; and the results of efforts to reform outdated customs in the area.

Speaking at the meeting, Deputy Secretary of the Provincial Party Committee Hoang Giang said that the survey team's activities also provided an opportunity for the locality to clearly see its strengths to promote and its weaknesses to find solutions to overcome, in order to more effectively implement ethnic and religious affairs in the future.

Comrade Trieu Tai Vinh, Deputy Head of the Central Committee's Mass Mobilization Department and Head of the survey team, highly appreciated the implementation of ethnic and religious affairs work in accordance with the specific situation of the locality. The working group will incorporate the good practices, specific recommendations, and some policy shortcomings into the report preparation process and propose adjustments to enhance the effectiveness of mass mobilization work, especially in border areas and areas inhabited by ethnic minorities.
