The Standing Committee of the Provincial Party Committee implements tasks for the last six months of the year.

Attending the conference were: Pham Van Hau, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council; Tran Quoc Nam, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; members of the Provincial Party Standing Committee; representatives from several Southern local departments of the Central Party Office, the Central Internal Affairs Commission , and the Central Mass Mobilization Commission; and leaders of provincial departments and agencies.

In the first six months of the year, the Provincial Party Committee closely followed the Central Government's directives, seized opportunities and favorable conditions, proactively innovated, and focused on leading and directing tasks and solutions decisively, achieving many important results in various fields. The economy continued to maintain stability, growing at 8.07%. Agriculture developed well; high-tech agricultural production exceeded the set target, reaching 260 hectares/220 hectares. The new rural development program was maintained and the quality of criteria was improved. Industry and construction grew well, increasing by 12.15%; in which renewable energy continued to be effective, increasing by 15.23%; projects in industrial zones and clusters were accelerated. Trade and services continued to recover strongly. Key projects and driving forces were directed to accelerate progress; the investment and business environment improved significantly. Budget revenue reached 2,441 billion VND, achieving 60.3% of the plan, an increase of 37.9% compared to the same period last year. State management of land, minerals, and environmental protection was strengthened; bottlenecks related to land were gradually resolved. Culture and society saw many positive changes; national defense and security were maintained.

The work of building and rectifying the Party and the political system continues to be strengthened. Party committees at all levels are proactively preparing for the Party congresses at all levels for the 2025-2030 term. Mass mobilization work and the activities of the Fatherland Front and mass organizations continue to show positive progress.

The Standing Committee of the Provincial Party Committee unanimously agreed on the tasks and solutions for the last six months of the year: Continue to effectively implement solutions for socio-economic development; resolutely implement the three breakthroughs: Accelerate the progress of key inter-regional projects, especially infrastructure projects; complete mechanisms and policies to remove difficulties for key development areas; and unlock land resources and six key priority sectors to promote growth. Continue to restructure the economy in conjunction with innovating the growth model; strengthen the application of science and technology, improve productivity, quality, efficiency, and competitiveness. Significantly improve the investment and business environment, remove difficulties and obstacles for businesses regarding land clearance, investment procedures, land, labor, construction, and access to credit. Direct the production of the Summer-Autumn and Main crop seasons, linked with the transformation of crop structure; develop livestock farming in a safe, efficient, and high-economic-value direction. Effectively implement the Power Development Plan VIII. Accelerate the implementation of key, large-scale, high-class tourism projects, as well as other key projects and infrastructure projects of the province. Effectively implement the land use plans of districts and cities. Effectively implement revenue collection solutions. Focus on fully and promptly implementing social welfare policies; improve the quality of education and training; care for and improve the material and spiritual lives and health of the people. Ensure national defense and security, and maintain social order and safety.

In Party building work, we will strengthen propaganda, create a vibrant atmosphere of emulation throughout the Party, the armed forces, and the people, and be determined to successfully implement the tasks in the coming period. We will focus on preparing the conditions for organizing Party congresses at all levels for the 2025-2030 term, especially the drafting of documents and personnel for the congresses. We will continue to innovate the Party's leadership methods, enhance the leadership capacity and fighting strength of Party organizations and members; and develop Party membership...

Regarding Resolution No. 20, all sectors and levels have focused on directing its implementation and achieved positive results. By the end of 2023, the entire province had put into commercial operation a total accumulated capacity of 3,749 MW (including solar, wind, and hydropower), reaching 57.7% of the Resolution's target, generating electricity output of over 7.6 billion kWh, an increase of 65.2% compared to 2020 and accounting for over 4.2% of the total energy capacity of the whole country; contributing 22.76% to the province's GRDP and 23.69% to the province's total budget revenue. The transmission infrastructure has been invested in relatively synchronously, with high connectivity to the regional and national power grid systems... Energy and renewable energy play an important role in socio-economic development, environmental protection, ensuring national energy security, improving land use efficiency, creating jobs, and raising income and living standards for people in the province.

Delivering a directive speech at the conference, the Provincial Party Secretary highly appreciated the sense of responsibility, effort, and determination of Party committees and authorities at all levels in leading and directing the implementation of political tasks in the past period. At the same time, he pointed out limitations and difficulties. Regarding some key tasks and solutions for the coming period, the Provincial Party Secretary emphasized: Reviewing the set goals, targets, and tasks, especially those with many difficulties, to focus leadership and develop breakthrough solutions to ensure the successful implementation of the 2024 Resolution, especially the GRDP growth target. Continuing to focus on leading and strengthening the Party building and the political system to become increasingly clean, strong, and comprehensive. Innovating methods of leadership, direction, management, and administration. Paying attention to ideological work. Actively prepare the content and conditions well, and promptly issue guiding documents for organizing the Party congresses at all levels for the 2025-2030 term... The Provincial Party Secretary assigned the general affairs department to incorporate the contributions at the conference to finalize the reports and submissions of the Provincial Party Standing Committee to the Provincial Party Committee for consideration of the results of tasks in the first six months of the year; key tasks and solutions for the last six months of the year; and the results of three years of implementing Resolution No. 20, in order to have a basis for focused leadership and direction to effectively implement them in the coming period.

At the conference, the Standing Committee of the Provincial Party Committee also reviewed and agreed upon the reports and draft resolutions for the mid-year regular session of the 11th Provincial People's Council, term 2021-2026.
