(Baohatinh.vn) - The Chairman of the People's Committee of Ha Tinh province has directed that for schools that have collapsed, suffered severe damage, and have not yet been fully restored or are not safe, immediate plans must be made to arrange temporary locations for students to start the new school year and continue their studies.

Timely preparation of the necessary conditions is crucial for the successful organization of the 2025-2026 school year opening ceremony and for providing students with the required learning conditions.

In accordance with Prime Minister's Directive No. 156/CĐ-TTg dated September 3, 2025, on focusing on rectifying educational facilities to ensure conditions for the opening of the new school year for students; and Government Office Document No. 8227/VPCP-KGVX dated September 3, 2025, on organizing the Opening Ceremony of the 2025-2026 school year, the Chairman of the Provincial People's Committee requests directors of departments; heads of provincial agencies; and chairmen of commune and ward People's Committees, according to their functions, duties, and authority, to proactively and promptly implement relevant contents; and to coordinate with the Department of Education and Training to promptly implement the directives of the Prime Minister in the aforementioned Directive. The directives of the Chairman of the Provincial People's Committee in Official Dispatch No. 31/CĐ-UBND dated August 27, 2025, regarding focusing on overcoming the consequences of Typhoon No. 5 and preparing for the opening of the 2025-2026 school year, Official Dispatch No. 36/CĐ-UBND dated September 3, 2025, on urgently repairing damaged educational and medical facilities due to natural disasters, ensuring learning conditions for students and medical examination and treatment for the people, and other provincial directives on related matters.

According to the guidelines of the Ha Tinh Department of Education and Training, the opening ceremony of the 2025-2026 school year, coinciding with the 80th anniversary of the establishment of the National Ministry of Education , will be connected to the central government and broadcast live on VTV1.

The Chairpersons of the People's Committees of communes and wards shall directly supervise and organize a thorough review of the work to repair and restore educational facilities affected by typhoons No. 5 and No. 6 in their respective areas; they shall be responsible for continuing to mobilize maximum resources and forces in their areas (especially the police, military, and youth union forces) to urgently accelerate the progress of repairing and restoring damaged schools, those with roofs blown off, and those that do not meet safety standards; repairing desks and chairs; supplementing textbooks, equipment, and learning materials for students; ensuring safety and adequate conditions for organizing the opening ceremony and providing basic learning conditions for students. Absolutely no students should be left without schools, classrooms, teachers, textbooks, equipment, and learning materials. For schools that have collapsed, suffered severe damage, and have not yet been restored or do not meet safety standards, immediate plans must be made to arrange temporary locations for the opening ceremony and learning for students. The request must be completed no later than September 4, 2025.

Report the results of implementing the above contents to the Provincial People's Committee before 2 PM on September 4, 2025 (simultaneously send it to the Department of Education and Training for compilation and reporting to the Chairman of the Provincial People's Committee before 3:30 PM on September 4, 2025).

The Director of the Department of Education and Training will directly supervise and be responsible for organizing a thorough review of the remediation and repair work on educational facilities under its management that were affected by typhoons No. 5 and No. 6, ensuring the successful organization of the opening ceremony and the provision of learning conditions for students. In coordination with the People's Committees of communes and wards, the Director will direct, guide, and urge preschool and primary/secondary education institutions, vocational schools, and vocational training centers to actively, urgently, and promptly prepare the necessary conditions for the successful organization of the 2025-2026 school year opening ceremony and the provision of learning conditions for students, in accordance with the requirements and plans of the Ministry of Education and Training and the directives of the Provincial People's Committee; and proactively and promptly provide support in the form of books, notebooks, teaching equipment, and learning materials to educational facilities damaged by natural disasters. Responsible for urging the People's Committees of communes and wards to seriously and fully implement the directives in points 1 and 2 above; compiling the results of implementation and reporting to the Provincial People's Committee before 3:30 PM on September 4, 2025 .

The Department of Health is urgently directing and assigning its subordinate units to send staff to support flooded educational institutions in implementing environmental treatment, disinfection, and sterilization measures, ensuring clean water sources, especially at educational institutions with boarding and semi-boarding facilities; preparing sufficient necessary chemicals and implementing disease prevention measures to prevent outbreaks and the spread of diseases inside and outside schools.

The Provincial Military Command and the Provincial Police Department continue to mobilize forces to support communes and wards affected by natural disasters in cleaning up school premises, repairing damaged schools, and overcoming the consequences to ensure the reopening and learning of students.

Departments, agencies, the Fatherland Front Committee, and mass organizations at the provincial level shall coordinate with the Department of Education and Training and the People's Committees of communes and wards to implement the above-mentioned contents; and strictly adhere to the regulations on information and reporting.

Heads of agencies and units, and chairpersons of commune and ward People's Committees are requested to promptly implement the above-mentioned contents and tasks. The Department of Education and Training is assigned to monitor, supervise, inspect, and summarize the implementation of this directive, and report to the Chairman of the Provincial People's Committee and the Provincial People's Committee according to the above-mentioned timeline.
