When will the nuclear power project be implemented in Vietnam?

According to Deputy Minister Nguyen Sinh Nhat Tan, the restoration of investment and development in nuclear power aims to ensure energy security and must be absolutely safe.

In draft Electricity Law (Revised), the Government proposes that the State have a monopoly and the Prime Minister shall regulate the specific mechanism for the investment, construction, and operation of nuclear power plants.

Regarding this issue, at the Ministry of Industry and Trade's regular press conference on the afternoon of October 23rd, Deputy Minister Nguyen Sinh Nhat Tan stated that the government has put forward a policy on investing in and developing nuclear power and has assigned the Ministry of Industry and Trade to conduct research.

"If the competent state agency agrees in principle, there will be a specific procedure for investing in nuclear power," he said, while affirming that the policy to develop nuclear power had been put forward in 2009, but was then temporarily suspended. Based on the Power Development Plan VIII, the Ministry of Industry and Trade is re-examining the situation, understanding the reality and practical needs to report back to the Government .

According to the Deputy Minister of Industry and Trade: The current trend in developing nuclear power is driven by energy demand, but a lack of base electricity necessitates the development of nuclear power. “The pressure on renewable energy makes base electricity demand very important. Therefore, countries are researching ways to double or triple the production and scale of nuclear power. Based on the experience of Japan and France, we estimate that nuclear power should account for 20%-25% of their total electricity production,” the Deputy Minister of Industry and Trade stated.

Regarding safety, Mr. Tan stated that the world has developed nuclear power at the third and fourth stages of technology, and these technologies have been practically applied, ensuring maximum safety and zero risk. "We are researching and have found several suitable technologies," the Deputy Minister of Industry and Trade said.

In response to the question: If approved, when is the nuclear power project expected to be implemented and completed, and when will it produce electricity? - Mr. Tan stated: "We are currently seeking approval and reporting to the competent authorities, especially the Ministry of Science and Technology. Only when the competent state agencies approve will we have sufficient grounds to continue implementation; only then can we calculate the investment level, the cycle, determine the needs… Only then can we determine the year we will have the nuclear power project and the electricity output."

Regarding nuclear power, Mr. Bui Quoc Hung, Deputy Director of the Electricity and Renewable Energy Department, Ministry of Industry and Trade, affirmed: The development of nuclear power ensures socio-economic development, so research has been conducted since 2009. However, Vietnam faces many difficulties in terms of human resources and finance, leading to a resolution to temporarily suspend the Ninh Thuan nuclear power project.

"Currently, there are many positive changes both globally and domestically, so the Government has directed the Ministry of Industry and Trade and the Ministry of Science and Technology to research and develop nuclear power worldwide. The Ministry of Industry and Trade believes that development in the coming time is very necessary to ensure energy security and sustainable development. How this development should be carried out will be thoroughly researched and comprehensively evaluated in the Power Development Plan VIII."

Regarding the specific project, Mr. Hung informed: After receiving approval from the competent authority, the Ministry of Industry and Trade will then outline the next steps.
