During the transaction, the subjects always carry weapons such as military guns or homemade guns. The subjects are ready to fight back against the authorities if discovered or arrested.

Faced with that situation, the Drug Crime Investigation Police Department reported to the Board of Directors, asked for opinions, and co-chaired with the Tuong Duong District Police to establish a special project to fight and eradicate it.

By professional measures, at 5:30 a.m. on January 14, 2024, at Dua village, Luong Minh commune, Tuong Duong district, the two co-hosting forces mentioned above, in coordination with Anh Son district police, organized and deployed 5 working groups to simultaneously arrest 4 subjects: Vi Xuan Hoai (born in 1954), the mastermind and leader; Lo Thi Tuyet (born in 1962, both residing in Dua village, Luong Minh commune, Tuong Duong district); Vi Thi Nhung (born in 1993, residing in Xieng Thu village, Chieu Luu commune, Ky Son district) and Kha Van Minh (born in 1977, residing in Lo village, Xa Luong commune, Tuong Duong district).

Although young, Huy is a dangerous, reckless and daring person who always carries weapons with him.

In addition, Huy's choice to build a detached house right at the foot of the hill, monitored by remote cameras and with only one way in and out caused difficulties for the authorities.
