On January 1, the 22nd Vinh City People's Council, term 2021 - 2026, held the 16th session to perfect the local government apparatus after the administrative unit arrangement.

At the meeting, the Vinh City People's Council elected the Chairman of the People's Council, Vice Chairmen of the People's Council, Heads and Vice Heads of the People's Council; reviewed the submission and voted on the resolution on the structure of the number of members of the Economic - Social Committee and the Legal Committee of the City People's Council; elected the Chairman of the People's Committee, Vice Chairmen of the People's Committee; approved the content on the consolidation of the organizational structure of the Vinh City People's Committee on the basis of merging the original status of the Vinh City People's Committee and the People's Committee of Cua Lo town, elected members of the People's Committee and the People's Court of Vinh City.

Accordingly, Mr. Phan Duc Dong, Secretary of the City Party Committee, was elected Chairman of the 22nd Vinh City People's Council with 100% of delegates attending the meeting voting in favor.

Mr. Tran Ngoc Tu, Deputy Secretary of the City Party Committee, was elected Chairman of Vinh City People's Committee.

According to Resolution No. 1243 of the National Assembly Standing Committee, from December 1, 2024, Vinh city will merge the entire area and population of Cua Lo town and a number of communes of Nghi Loc district. After the merger, Vinh city will have an area of ​​166.22 km2 and a population of 580,669 people.

On December 23, 2024, the Standing Committee of Nghe An Provincial Party Committee appointed the Executive Committee of Vinh City Party Committee (new) for the 2020-2025 term, consisting of 65 members.

Mr. Phan Duc Dong continues to hold the position of Secretary of the City Party Committee, 4 Deputy Secretaries of the Vinh City Party Committee were also appointed, including Ms. Pham Thi Hong Toan and Messrs. Nguyen Van Lu, Le Thanh Long, and Tran Ngoc Tu.
