On the morning of February 21st, Comrade Do Trong Hung, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, and Chairman of the Provincial People's Council, inspected the progress of the Van Thien to Ben En road construction project; visited and worked in Nhu Thanh district on the situation after 3 years of implementing the Resolution of the Party Congresses at all levels for the 2020-2025 term; and the results of implementing Notice No. 25-TB/VPTU, dated February 26, 2021, of the Provincial Party Committee Office regarding the conclusions of the Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council at the working session with the leaders of Nhu Thanh district.

Before working with key leaders of Nhu Thanh district, Provincial Party Secretary Do Trong Hung and the delegation inspected the construction progress of the Van Thien to Ben En road project.

The Van Thien to Ben En road, spanning over 12km and passing through two districts, Nong Cong and Nhu Thanh, commenced construction in August 2022 with a total investment of nearly 1,200 billion VND. After more than a year of construction, the progress has reached approximately 51%. Regarding land clearance, the project is progressing well. Nong Cong district is committed to completing and handing over all land for construction before March 31, 2024; Nhu Thanh district aims to complete all land clearance by February 2024.

During the inspection, Provincial Party Secretary Do Trong Hung highly appreciated the efforts and high concentration of the investor, contractors, and localities through which the road passes in implementing the project; he also requested that all relevant parties coordinate closely and be more determined and decisive to accelerate the implementation progress.

Regarding land clearance work, the Provincial Party Secretary requested Nong Cong district to support households in relocating their homes and building resettlement houses, striving to shorten the land clearance completion time by half a month compared to the plan.

Nhu Thanh District continues to quickly resolve some obstacles and complete land clearance in February. The Provincial Party Secretary noted that the locality needs to pay attention to ensuring adequate electricity and water supply for households in concentrated resettlement areas.

During a visit to inspect the production situation at Akalia Shoe Co., Ltd., a subsidiary of Hoa Loi Group, located in Hai Long commune, Nhu Thanh district, Provincial Party Secretary Do Trong Hung congratulated Hoa Loi Group on overcoming difficulties, maintaining stable production and business, and achieving many encouraging results in 2023.

The Provincial Party Secretary visited Akalia Shoe Company Limited, a subsidiary of Hoa Loi Group, located in Hai Long commune (Nhu Thanh district).

The Provincial Party Secretary emphasized that Hoa Loi is a large, multinational economic group that has invested approximately 1 billion USD in Thanh Hoa province, creating jobs for over 100,000 workers. Currently, the group is implementing new projects in rural and mountainous areas, a direction consistent with the province's development orientation. Therefore, Thanh Hoa will continue to cooperate, share, and support the enterprise. The Provincial Party Secretary acknowledged the group's proposals and recommendations regarding land and construction investment, and directed relevant departments and localities to coordinate in considering and resolving them in accordance with regulations.

After 4 years of operation, Akalia Shoe Co., Ltd. has now reached a production capacity of 13 million pairs of shoes per year, creating jobs for 7,500 workers with an average salary of 6.5 million VND per person per month.

As Thanh has achieved and exceeded many targets...

Working with key officials of Nhu Thanh district, Provincial Party Secretary Do Trong Hung and members of the delegation listened to the district leaders report on the situation after 3 years of implementing the Resolution of the Party Congress at all levels for the 2020-2025 term; and the results of implementing Notice No. 25-TB/VPTU, dated February 26, 2021, of the Provincial Party Committee Office.

Accordingly, after more than three years of implementing the Resolution of the Party Congress at all levels for the 2020-2025 term, along with the whole province, Nhu Thanh district has faced many difficulties and challenges; however, many targets have now been met and exceeded. The economy has maintained its growth momentum, with an average annual growth rate of 5.83% in production value, ranking 19th in the province and 3rd among the 11 mountainous districts. The average per capita income in 2023 is estimated at 47.45 million VND, reaching 67.8% of the target set in the Resolution.

Production sectors have developed; culture and society have progressed; and people's lives continue to improve. Political security has been maintained; social order and safety have been ensured. Party building and the political system have seen positive changes. The district has proactively led and directed the organization of Tet celebrations for the people, welcoming the Year of the Dragon 2024 in a joyful, healthy, safe, economical, and compassionate spirit, thereby strengthening unity and solidarity within the Party and among the people.

Along with implementing the Resolutions of the Party Congress at all levels, in recent times, Nhu Thanh district has also focused on implementing the contents and tasks according to Notice No. 25, dated February 26, 2021, of the Provincial Party Committee Office on the Conclusion of the Provincial Party Secretary at the working session with the district leaders; in which some contents have been completed according to requirements and on schedule.

...but there are also quite a few "bottlenecks".

Concluding the meeting, Provincial Party Secretary Do Trong Hung commended and congratulated Nhu Thanh district on its achievements over the past three years in implementing the resolutions of the Party Congress at all levels for the 2020-2025 term. However, the Provincial Party Secretary also noted: Besides the achievements, it must be frankly acknowledged that, compared to the district's potential and advantages, Nhu Thanh still has some limitations and weaknesses, namely: Economic development is not commensurate with the district's potential and strengths; some basic indicators are low and very difficult to achieve the plan by 2025; the economic scale ranks 19th in the province; the potential for tourism development is not yet commensurate; socio-economic infrastructure does not meet development requirements; although the investment and business environment is receiving attention, its attractiveness remains limited, and its competitiveness is not high; the quality of some socio-cultural activities is not yet stable; and the lives of some ethnic minority people still face difficulties. State management in some areas, especially land, natural resources and environment, and construction, remains inadequate. The leadership capacity and fighting spirit of some grassroots Party organizations and Party members are limited, and their sense of responsibility is not high enough. In particular, the working style, methods, and efficiency of work resolution of a portion of officials and civil servants, including district leaders, are still limited.

Provincial Party Secretary Do Trong Hung emphasized: The remaining time of the 2020-2025 term is limited, difficulties and challenges remain significant, and the tasks ahead are very heavy. He requested that the Standing Committee of the District Party Committee, the Executive Committee, the Standing Committee of the People's Council, the People's Committee, the Fatherland Front Committee, and the entire political system from the district to the grassroots level must make greater efforts and strive harder, strongly innovating their thinking and working style to be more thorough, decisive, and specific; they must carefully study and assess the potential, strengths, favorable factors, as well as existing shortcomings, limitations, and "bottlenecks" of the district in the development process; seize new opportunities and the strong development momentum of the province to clearly define goals, tasks, development directions, and appropriate solutions, creating a strong breakthrough to make Nhu Thanh a relatively prosperous district of the province and complete the goal of building a new rural district.

The Provincial Party Secretary requested that the district continue to preserve, nurture, and foster unity within the Party and among the people; strengthen, consolidate, and maintain the spirit of unity, especially within the Standing Committee and Executive Committee of the Party Committee, within the Party Committee, and within the leadership collective; do a good job of political and ideological work for cadres, civil servants, Party members, and all strata of the people; unleash all potential and resources; transform the long-standing, rich, diverse, and distinctive revolutionary traditions and historical culture into resources and driving forces for development. Continue to strive, be determined, resolute, and thorough in leadership, direction, and organization of task implementation, with the motto "follow the work to the end and complete each task thoroughly, bringing about genuine results and effectiveness."

Continue to lead and direct the comprehensive, decisive, and effective implementation of the Party's resolutions and the District Party Committee's Resolution for the 2020-2025 term, as well as the conclusions and announcements of the provincial leadership. Focus on reviewing and objectively, accurately, honestly, and in accordance with regulations all targets and tasks of the 23rd District Party Congress Resolution. Accordingly, for targets that have been achieved, strive to achieve even higher results; for targets that are low or unlikely to be completed, clearly analyze the causes, especially subjective causes, in order to develop specific solutions, assign collective and individual responsibilities, and clearly define the timeframe for implementation and completion. Focus on decisive leadership and direction to strive for the completion and exceeding of all targets and tasks set forth in the Resolution.

In addition, the district needs to strengthen its planning and planning management. It should closely follow provincial plans and development requirements, review, update, supplement, coordinate, upgrade, and effectively implement district-level regional planning, planning for functional areas, industrial cluster planning, urban and rural planning, land use planning, infrastructure system planning, and development space planning linked to transportation corridors...

Provincial Party Secretary Do Trong Hung stated: Nhu Thanh has many favorable conditions for agricultural development, and the district must always consider agricultural development as the foundation and an important condition for sustainable development. Focus on strongly developing agricultural products with advantages; closely link agriculture with industry and services; build brands, enhance the value of agricultural products in value chains, and promote the linkage of the four stakeholders – “State - Farmers - Scientists - Businesses” – in the production, processing, and consumption of agricultural products. Focus on completing the criteria to soon be recognized as a new rural district.

Promote the development of industries in which the district has advantages, such as agricultural and forestry product processing, garment manufacturing, footwear, and construction materials. Develop the service sector comprehensively, focusing on cultural and resort tourism, combining spiritual tourism with community-based tourism. Concentrate on attracting investment to tourist destinations that are already being developed. Preserve and promote the value of local culture and traditional festivals.

Continue to vigorously promote administrative reforms and significantly improve the investment and business environment; diversify forms of investment attraction and promotion, and mobilize maximum resources to invest in the construction of a comprehensive socio-economic infrastructure system, especially transportation infrastructure. Focus on resolving difficulties and obstacles in investment preparation, resettlement arrangements, and land clearance in the implementation of projects in the area; accelerate the progress of implementation and disbursement of public investment capital in 2024, ensuring 100% completion of the plan before December 31, 2024.

Continue to improve the quality of socio-cultural activities. Focus on healthcare for the people; improve the quality of education and training. Proactively develop plans to ensure national defense and security. Pay close attention to Party building, political and ideological work, personnel organization, inspection and supervision, mass mobilization, internal affairs, and the fight against corruption and negative practices.

The Provincial Party Secretary emphasized the requirement that the District Party Committee, the Standing Committee of the District Party Committee, and each key official of Nhu Thanh district must be closely involved with the grassroots, know how to rely on the people, listen to the people, and mobilize the combined strength of the entire political system; further enhance the spirit of dynamism, creativity, and innovation in thinking, methods, and approaches according to the motto "open thinking, fast action, real effectiveness," always striving to find solutions to build and develop the district worthy of its potential, advantages, glorious cultural and historical traditions, and the trust and expectations of the province.
