Provincial Party Secretary Thai Thanh Quy chaired a meeting to resolve difficulties and obstacles of key projects in Nghe An.

On the afternoon of April 4th, Comrade Thai Thanh Quy - Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, and Head of the National Assembly Delegation of Nghe An province - chaired a working session with leaders of the Nghe An Provincial People's Committee and relevant departments, agencies, and localities to resolve difficulties and obstacles in key transportation and healthcare projects.

Attending the working session were comrades: Le Hong Vinh - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee; Phan Duc Dong - Member of the Standing Committee of the Provincial Party Committee, Secretary of the Vinh City Party Committee; and leaders of relevant departments, agencies, and localities.

NUMEROUS OBSTACLES IN LAND CLEARANCE WORK

The meeting was held after the Provincial Party Secretary inspected a series of key transportation and healthcare projects in the province earlier that morning.

During the meeting, the investors of the projects reported on the obstacles and made recommendations regarding the four transportation projects: the Vinh - Cua Lo connecting road (phase 2); the coastal road from Nghi Son (Thanh Hoa) to Cua Lo (Nghe An) from km7 to km76; the road connecting National Highway 7C (Do Luong) to Ho Chi Minh Highway (Tan Ky); the renovation and upgrading of National Highway 7 from km0 to km36; and the construction project of the Nghe An Oncology Hospital (phase 2).

For the coastal road from Nghi Son (Thanh Hoa) to Cua Lo (Nghe An), specifically the section from km7 to km76, the main obstacle currently is the land clearance work, which still requires more than 2.7 km of land.

To meet the deadline of completing the entire route by December 2024, the investor, the Department of Transport, requests that localities still facing land clearance issues, including Dien Chau, Quynh Luu, and Hoang Mai, hand over the remaining 2.7km of land between April 30, 2024, and May 10, 2024. Nghi Loc district may have a deadline of May 20, 2024. At that time, contractors will need to focus on working "3 shifts, 4 teams" to meet the set deadline.

Regarding the project for the road connecting National Highway 7C (Do Luong) to Ho Chi Minh Highway (Tan Ky), the investor requests a strong focus on directing the implementation of land clearance for the intersection with National Highway 48E (Do Luong district) and the intersection with Ho Chi Minh Highway (Tan Ky district), to be completed before April 15, 2024. They also request the allocation of investment funds for 2.6km of road and one bridge connecting to National Highway 48E to maximize the project's effectiveness.

Regarding the Vinh - Cua Lo connecting road project (phase 2), the investor and relevant localities have discussed and agreed on a plan to address the cracks in the houses of local residents.

Regarding the project to renovate and upgrade National Highway 7, section from km0 to km36, to date, the districts of Dien Chau, Yen Thanh, and Do Luong have handed over approximately 48.253 km/55.212 km of land (reaching 87.46%), including both the left and right sides of the route.

At the meeting, Mr. Tran Dinh Son, Deputy Director of Project Management Board 4, Vietnam Road Administration, representing the investor, stated that according to the initial schedule, the project to renovate and upgrade National Highway 7 should have been completed by December 31, 2023. However, due to difficulties in land clearance, the Ministry of Transport has extended the deadline to December 2024.

Therefore, the investor representative recommended that Nghe An province speed up site clearance work, handing over the project by May 2024 at the latest to meet the extended schedule.

Regarding the construction project of the Nghe An Oncology Hospital (phase 2), Mr. Nguyen Quang Trung - Director of the Hospital - requested the City People's Committee to direct the early resolution of land clearance issues for 5 households; prioritize investment in the construction of road infrastructure, surface drainage systems, and internal drainage ditches in Nghi Kim commune, Nghi Lien commune, and the area surrounding the project; and develop a plan to relocate the cemetery in front of the hospital to ensure the aesthetic appearance of the city's gateway, while also providing land for the implementation of project components.

The investor also requested priority allocation of the remaining funding of VND 597.5 billion (VND 380 billion in 2024 and VND 217.5 billion in 2025) to complete the special project of building a 1,000-bed standard hospital to serve the public; additional funding for purchasing medical equipment to serve medical examination and treatment at the new facility, expected to be operational in 2025; and funding to move all facilities and equipment from Facility 1 to Facility 2 to ensure centralized and synchronized medical examination and treatment operations.

During the meeting, leaders from localities with ongoing projects, including Vinh City, Hoang Mai town, and the districts of Nghi Loc, Dien Chau, Quynh Luu, Yen Thanh, Do Luong, and Tan Ky, reported on land clearance work in their areas and committed to specific timelines for land handover. Leaders from relevant departments such as the Department of Natural Resources and Environment, the Department of Finance, and the Department of Planning and Investment answered questions within their jurisdiction.

Speaking at the meeting, Standing Vice Chairman of the Nghe An Provincial People's Committee Le Hong Vinh assessed that, in general, all projects are ahead of schedule.

Sharing the difficulties faced by localities in land clearance work, largely due to historical issues, the Standing Vice Chairman of the Provincial People's Committee discussed specific viewpoints and solutions to address related problems.

FOCUS HIGHLY ON COMPLETING 4 KEY TRANSPORTATION PROJECTS SIMULTANEOUSLY IN 2024

Concluding the meeting, the Secretary of the Nghe An Provincial Party Committee, Thai Thanh Quy, stated that the key projects are basically on schedule and meeting the requirements; he also highly appreciated the spirit, attitude, and highly responsible approach of the investors, contractors, and localities.

Emphasizing that these projects are all key projects with widespread impact and a very positive effect on the socio-economic development and national defense and security of the province, the sooner these projects are put into use, the more effective they will be. Therefore, the head of the Nghe An Provincial Party Committee affirmed that the Standing Committee of the Provincial Party Committee and the provincial leadership are very interested in leading and directing these projects.

Based on on-site inspections and feedback from investors, contractors, localities, departments, and agencies, Provincial Party Secretary Thai Thanh Quy outlined specific directions for each project.

Highly appreciating the target of completing and putting the Vinh - Cua Lo road into use by July 2024, Comrade Thai Thanh Quy requested that the relevant localities do a good job of disseminating information and mobilizing the people about the project so that the contractor can proceed with construction.

Regarding the proposal to allocate the remaining capital of 125 billion VND in 2024 to ensure the project's completion, the Provincial Party Secretary reaffirmed the Provincial Party Standing Committee's focus on key investments and requested the Provincial People's Committee to allocate the remaining funds from the province's surplus revenue.

Also related to this project, the Provincial Party Secretary agreed on the plan to pave the entire sidewalk to create an attractive landscape and space for the important traffic artery of the expanded Vinh city.

Regarding the handling of complaints about cracked houses, the head of the Provincial Party Committee stated that a harmonious balance of interests is necessary, and therefore local authorities should cooperate and participate responsibly with independent experts to determine the extent of the damage accurately.

Regarding the coastal road project from Nghi Son (Thanh Hoa) to Cua Lo (Nghe An), specifically the section from km7 to km76, Provincial Party Secretary Thai Thanh Quy requested that the districts fulfill their commitment to complete land clearance between April 30 and May 10, 2024. For Nghi Loc district, given its unique characteristics, the deadline for completion is June 20, 2024.

Regarding the proposed route adjustment to run closer to the sea, specifically the section passing through Nghi Loc district that was previously part of the old FLC project, the Provincial Party Secretary requested that, if all planning and other conditions are met, the Department of Planning and Investment should consider including it in the public investment plan for the 2026-2030 period.

Provincial Party Secretary Thai Thanh Quy agreed on the plan to complete the coastal road project from Nghi Son (Thanh Hoa) to Cua Lo (Nghe An), specifically the section from km7 to km76, by December 2024; therefore, the investor needs to relentlessly pursue the project, and the contractor should concentrate equipment, machinery, vehicles, personnel, and materials to complete it as soon as possible.

Regarding the road project connecting National Highway 7C (Do Luong) to Ho Chi Minh Highway (Tan Ky), the head of the Provincial Party Committee highly appreciated and acknowledged the project's progress; and agreed on the principle of allocating 65 billion VND from the surplus revenue of 2023 to the project so that it can be completed and put into use in June 2024.

The head of the Provincial Party Committee also highly agreed with the proposal from the investor, the Department of Transport, to study the allocation of additional resources to extend the road by another 2.7km and build the Soi Bridge to connect with National Highway 48E; thereby maximizing the project's effectiveness when it connects with Northwest Nghe An. Based on this, the Provincial Party Secretary requested the Provincial People's Committee to study and propose to the Standing Committee of the Provincial Party Committee for early approval to implement the project within this term.

Regarding the project to renovate and upgrade National Highway 7, section km0 - km36, Provincial Party Secretary Thai Thanh Quy requested that localities focus on completing land clearance and handing over the land to the investor to ensure the project is completed on schedule. Specifically, for Dien Chau district, the deadline is May 30, 2024; for Yen Thanh district, a part by April 30, 2024, and a part by May 15, 2024; and for Do Luong district, completion by May 15, 2024.

Regarding the coastal road project and the National Highway 7 renovation and upgrading project, in addition to the responsibility of the local Party committee and government in land clearance work, the Provincial Party Secretary requested the investor and contractor to work together with the government to resolve the issues.

Regarding the construction project of the Nghe An Oncology Hospital (phase 2), the Provincial Party Secretary requested the investor to conduct a survey and assessment to submit to the Provincial People's Committee and then to the Provincial People's Council for allocation of funds for land clearance for 5 households and the construction of a canal system.

Also related to this project, Comrade Thai Thanh Quy suggested that the city focus on relocating the cemetery in front of the hospital because it is a gateway to the city, and this would also ensure the land is available for the project.

Regarding the proposal to allocate budget for the hospital's operation in early 2025, the Provincial Party Secretary agreed to allocate surplus revenue along with the province's matching funds. Simultaneously, the province and the investor will work with the Ministry of Finance to propose funding for equipment procurement. Furthermore, to relocate machinery from the first facility to the new one, the hospital needs to submit a specific proposal to the province for support.
