Party committees and commanders at all levels proactively and urgently implemented documents and plans for flood and storm prevention and search and rescue according to the unit's "four on-the-spot" principle.

The leaders of the Thanh Hoa Provincial Military Command also requested that agencies and units strictly maintain the command duty, duty officer, and combat readiness duty regimes. They were instructed to implement comprehensive solutions, prepare sufficient personnel and equipment, and be ready to mobilize when ordered. Simultaneously, they were to closely coordinate with local Party committees and authorities in the areas where they are stationed to review and inspect the areas under their management, especially vulnerable locations with high potential risks, in order to develop response plans. Based on this, they were instructed to lead and direct agencies and units to implement measures to ensure the safety of warehouses and barracks, and to promptly mobilize forces and equipment to respond to Typhoon No. 9 when ordered.
