Ministry of Public Security: Documents issued before the province merger are still valid and intact and can continue to be used.

On the afternoon of July 7, 2025, at the press conference announcing the situation of the Public Security work in the first 6 months of the year, Major General Nguyen Quoc Toan - Chief of Office, Spokesperson of the Ministry of Public Security - answered many issues of public concern such as the use of old documents after the merger of provinces and cities and the handling of counterfeit and fake goods.

Regarding documents, Major General Toan affirmed: According to Resolution No. 190/2025/QH15 dated February 19, 2025 of the National Assembly , documents and papers that have been issued or granted by competent agencies and positions before the reorganization of the state apparatus but have not expired or have not expired shall continue to be applied and used in accordance with the provisions of law until the expiration date.... Organizations and individuals are not allowed to request procedures to issue and exchange documents that have been issued by competent agencies and positions before the reorganization of the state apparatus when these documents have not expired, except in cases where the law provides otherwise (Article 10).

Thus, for the above documents issued before the time of province-city merger, if they are still valid and intact, citizens can continue to use them.

Regarding the fight against counterfeit goods, the Ministry of Public Security considers this a key and regular task of the police of units and localities. The handling of counterfeit goods will focus on the following areas: Detecting and handling violations related to counterfeit goods...; at the same time, considering and clarifying the responsibilities of agencies and competent persons in state management; continuing to clarify "assisting" acts such as false advertising...

Major General Nguyen Quoc Toan also said that through cases and incidents, the most important thing is to discover loopholes and shortcomings in state management and legal regulations to propose solutions for prevention and correction.

Regarding the "collusion" and "collusion" of some officials in state management, Major General Nguyen Quoc Toan said that the Public Security Agency has prosecuted 9 defendants, including the former Director of the Food Safety Department ( Ministry of Health ).

The Ministry of Public Security will continue to promptly handle cases, coordinate with the Procuracy and the Court to quickly conclude cases; clarify all related acts and individuals to handle them in accordance with the law. The Ministry of Public Security will also continue to advise on preventing and overcoming loopholes in state management, thereby gradually building an orderly, disciplined, safe and healthy society.
