In a document sent to the People's Committees of provinces and cities, the Ministry of Education and Training requested localities to direct educational institutions to strictly implement regulations on school return times for students.

The opening ceremony of the new school year 2024-2025 is scheduled nationwide on the morning of September 5. The Ministry noted that the opening ceremony of the new school year needs to be compact and suitable to the reality and conditions of each locality and school.

Specifically, the opening ceremony consists of two parts. The ceremony part is organized briefly, ensuring solemnity with flag-raising rituals, singing the national anthem (not using pre-recorded music), readingthe President 's letter... The festival part organizes safe and healthy collective recreational activities.

Activities at the beginning of the school year must be appropriate to the age and conditions of the school and linked to local realities, focusing on building school culture, ensuring security, safety and having the consent of parents.

The Ministryof Education and Training also requested that before students return to school, localities direct the review, inspection, and supervision to ensure adequate facilities and educational equipment before the new school year.

At the same time, there are solutions to overcome the inadequate structure of the teaching staff, arranging teachers with sufficient quantity and uniform structure, especially in the subjects of English, IT, music and fine arts.

In case there are not enough teachers recruited, implement the teacher contract solution according to current regulations, ensuring "where there are students, there must be teachers in the classroom".

The Ministry of Education and Training also requested localities to implement solutions to strengthen state management responsibilities to properly implement regulations on financial revenue and expenditure management, and publicize revenue and expenditure from the beginning of the school year.

The Ministry also requires proper selection, supply, and use of local textbooks, educational materials, and reference materials. There should absolutely be no delay or shortage of textbooks and learning materials when the new school year begins.
