In a document sent to the People's Committees of provinces and cities, the Ministry of Education and Training requested that localities direct educational institutions to strictly implement regulations on the start date of the school year for students.

The opening ceremony for the 2024-2025 school year has been standardized nationwide, to be held on the morning of September 5th. The Ministry noted that the opening ceremony should be concise and appropriate to the practical conditions of each locality and school.

Specifically, the opening ceremony consists of two parts. The formal part is organized briefly and solemnly with rituals such as flag raising, singing the national anthem (not using pre-recorded music), reading the President 's letter, etc. The informal part includes safe and healthy group activities.

Activities at the beginning of the school year must be appropriate for the age group, the school's conditions, and relevant to the local context, focusing on building a positive school culture, ensuring security and safety, and having the consent of parents.

The Ministry of Education and Training also requested that, before students return to school, localities direct the review, inspection, and supervision to ensure sufficient facilities and educational equipment are available before the start of the new school year.

At the same time, solutions should be implemented to address the inadequate structure of the teaching staff, ensuring sufficient numbers of teachers and a balanced structure, especially in subjects such as English, computer science, music, and fine arts.

If there are not enough teachers recruited, the solution of hiring teachers on contract according to current regulations should be implemented, ensuring that "where there are students, there must be teachers in the classroom".

The Ministry of Education and Training also requested localities to implement solutions to strengthen state management responsibility to ensure compliance with regulations on financial revenue and expenditure management, and to publicly disclose revenue and expenditure items from the beginning of the school year.

The Ministry also requires strict adherence to the selection, supply, and use of local textbooks, educational materials, and reference materials. Under no circumstances should there be delays or shortages of textbooks and learning materials at the start of the new school year.
