The Ministry of Education and Training stipulates the conditions for considering promotion to higher professional ranks for teachers.

The above information was released by the Ministry of Education and Training when it issued a Circular stipulating the standards and conditions for promotion to higher professional ranks for public kindergarten and primary school teachers and pre-university teachers, replacing the old Circular from 2021.

These provisions will serve as an important legal basis for localities to continue implementing the promotion of professional titles, ensuring the rights of the teaching staff.

The circular includes several new regulations and adjustments compared to the previous circular, such as: it does not specify the standards and conditions for promotion exams because the Government has abolished the promotion exam format; and it does not specify the content, format, and method for determining successful candidates in the promotion examination.

This regulation specifies the standards and conditions for registering to be considered for promotion to Grade II and Grade I for preschool, primary, and secondary school teachers, as well as pre-university teachers.

As requested by the Government, in order to ensure the improvement of the quality of the workforce, in addition to the prescribed standards and conditions, the following specific contents have been amended and supplemented:

Regarding the quality rating criteria during employment, while holding the professional title of Teacher Grade III and equivalent, there must be 2 years (for preschool) and 3 years (for primary and secondary education, pre-university) of work immediately preceding the year of consideration for promotion with a quality rating of "Good performance" or higher. While holding the professional title of Teacher Grade II and equivalent, there must be 5 years prior to the year of consideration for promotion with a quality rating of "Good performance" or higher, including at least 2 years with a quality rating of "Excellent performance".

According to the Ministry of Interior 's guidelines on determining the structure of professional titles for civil servants, for public non-profit organizations that partially self-finance their recurrent expenditures and public non-profit organizations whose recurrent expenditures are fully covered by the state budget, the maximum percentage of professional titles of Grade I shall not exceed 10%, and the maximum percentage of professional titles of Grade II and equivalent shall not exceed 50%.

Therefore, the quality ranking standards in the Circular are consistent with the requirements for the structure of professional titles as guided by the Ministry of Interior, ensuring the selection of deserving teachers who have made recognized contributions and have strived for professional development during their tenure in that rank.

The new circular also specifies the method for determining the time spent holding equivalent professional titles, facilitating the calculation of the time spent in the next lower rank when teachers register for professional title promotion exams.
