Ministry of Home Affairs deploys tasks for 2025

This morning, December 21st, in Hanoi, the Ministry of Interior held a nationwide online conference to summarize the tasks of 2024 and implement the tasks of 2025. Deputy Prime Minister Nguyen Hoa Binh chaired the conference. Acting Chairman of the Quang Tri Provincial People's Committee, Ha Sy Dong, chaired the meeting at the Quang Tri branch.

According to a report from the Ministry of Interior , from the beginning of 2024, the Ministry and localities identified the task of building and perfecting institutions and policies as a key priority, and therefore prioritized and focused resources on its implementation. To date, they have advised the central government to complete the rearrangement of district and commune-level administrative units in the 2023-2025 period, including the establishment of the new centrally-administered Hue City, the rearrangement of 38 district-level administrative units and 1,178 commune-level administrative units, resulting in a reduction of 9 district-level units and 563 commune-level units after rearrangement; and the establishment and upgrading of 137 urban administrative units to accelerate urbanization, striving to have 45% of administrative units urban by 2025 in accordance with the central government's policy.

In addition, the Ministry of Interior has completed its task of advising on the implementation of salary policy reforms for officials, civil servants, public employees, and the armed forces in accordance with Resolution No. 27 of the 12th Central Committee, with a suitable and effective roadmap.

Focus intensely on advising and completing projects and plans for restructuring and streamlining the government apparatus as directed by the Central Committee and the Government, as well as advising the Central Emulation and Commendation Council and the Prime Minister to launch many special emulation movements and campaigns with widespread impact to develop socio-economic development and ensure national defense and security.

The Ministry has aggressively implemented state administrative reform, focusing on accelerating reforms of administrative procedures and essential public services for citizens and businesses. State management of religion has promptly and effectively resolved complex issues, ensuring stability in religious and belief activities.

In 2025, the Ministry of Interior set out 10 key tasks, including advising the Government on directing and guiding ministries, sectors, and localities to implement the plan for reorganizing the administrative apparatus of state agencies, ensuring prompt implementation to avoid disruption or omission of work, especially work directly related to citizens, businesses, and international organizations.

Implement personnel downsizing in conjunction with restructuring the workforce of officials, civil servants, and public employees according to job positions, while focusing on training, retraining, and developing the workforce of officials, civil servants, and public employees to ensure they possess the necessary qualities, qualifications, and capabilities to meet the demands of the reorganization and streamlining of the organizational structure of ministries, sectors, and localities.

Continue to streamline and promote autonomy for public service units under ministries, sectors, and localities, ensuring the achievement of central government objectives.

During the conference, leaders from ministries, sectors, and localities analyzed and evaluated the outstanding achievements of the Ministry of Interior in 2024 and highlighted some difficulties and obstacles that need to be addressed, thereby proposing solutions for implementation in 2025.

Delivering a keynote address at the conference, Deputy Prime Minister Nguyen Hoa Binh commended the achievements of the Ministry of Interior in particular and the entire national interior sector in general in 2024, and urged the interior sector to closely adhere to the tasks set forth at the conference for implementation in 2025.

The streamlining of the political system's apparatus must take into account internal factors, aiming for a leaner structure and selecting individuals with both virtue and talent for positions within agencies and units. The Ministry of Interior should promptly develop a legal framework outlining the functions and responsibilities of the restructured apparatus to ensure its effective and efficient operation, avoiding disruptions and inconveniences for the people. During implementation, localities should expedite the restructuring of the political system's apparatus, but must ensure a scientific approach, avoiding shortcomings and deficiencies, and absolutely preventing any negative practices during the process.

Furthermore, the Ministry of Interior needs to continue promoting administrative reform, focusing on building a transparent, friendly, and people-serving administration. It should concentrate on developing digital transformation to build an open and transparent public administration, aiming towards building an honest and constructive government.

Continue to innovate in the training, development, and evaluation of cadres to attract talented and experienced individuals to work in the political system, in accordance with the principle of "the quality of the cadre determines the quality of the movement." The reform of cadre evaluation must be substantive and objective to build a streamlined, effective, and efficient state apparatus. The emulation and reward system should focus strongly on workers in factories and enterprises, and soldiers in the armed forces, to promptly recognize, motivate, and encourage them.
