Reporting on the results of the tasks for the first six months of 2025, Colonel Nguyen Tien Giang , Deputy Commander and Chief of Staff of the 86th Command, stated: The Standing Committee of the Party Committee of the 86th Command has focused on leading and directing the entire Command to unite, strive, overcome difficulties, and successfully complete the set objectives and tasks.

The 86th Command has effectively fulfilled its advisory role to the Central Military Commission and the Ministry of National Defense in developing legal documents on cyber warfare and information technology. Notably, it advised the Minister of National Defense to issue Circular No. 04 guiding the implementation of Government Decree No. 13 on the protection of personal data within the Ministry of National Defense; and submitted to the Ministry of National Defense a circular replacing Circular No. 110 of the Minister of National Defense on the regulations for managing, providing, and using internet services in the Vietnam People's Army.

Major General Vu Huu Hanh, Commander of the 86th Command, delivered a directive speech at the conference.

The Command also effectively supported forces tasked with combating false and hostile viewpoints on the internet, coordinating the neutralization and removal of nearly 1,300 articles and posts containing harmful and toxic content. They intensified threat hunting activities, promptly preventing targeted cyberattacks on military computer networks at several agencies and units; promptly detected and developed cleaning features for dozens of malware variants and security vulnerabilities in information security monitoring systems; and conducted reconnaissance to detect and report incidents of leaked IT system accounts in several ministries and agencies.

In the first six months of the year, the 86th Command advised the Central Military Commission and the Ministry of National Defense to proactively and comprehensively implement tasks related to digital transformation, Project 06, and the "Digital Literacy Movement" in the Army. It organized nine thematic working conferences to promote digital transformation within the Ministry of National Defense; inspected digital transformation work at eight agencies and units; and issued a plan for the development and application of digital data within the Ministry of National Defense until 2030. It completed testing of several common applications, software, and digital signature solutions on private mobile networks; and supported agencies and units in deploying common applications and software for management, command and control, training, and digital transformation efforts.

The entire Command also ensured full and timely logistical, technical, and financial support for all tasks. Office work, inspection, and military science were implemented synchronously and effectively. Party and political work activities were comprehensively implemented, with many aspects achieving good results; the Party congresses at all levels were directed strictly and in accordance with regulations; and the unit maintained absolute safety.

Speaking at the conference, Major General Vu Huu Hanh emphasized that from now until the end of the year, the entire army in general and the 86th Command in particular have many important tasks. Therefore, officers, staff, and soldiers of agencies and units need to uphold their responsibilities, unite, proactively overcome difficulties, and strive to complete the set goals and tasks.
