Ca Mau achieves comprehensive development breakthroughs in the new era.

The first Congress of the Ca Mau Provincial Party Committee, for the term 2025-2030, will take place from November 16 to October 7, 2025. This event holds special historical significance, marking a new stage of development for Ca Mau province after the merger.

The Congress reflects the aspiration to rise and the deep belief and determination to enable the southernmost province to confidently rise, achieve breakthroughs in comprehensive development, and become a growth pole of the Mekong Delta.

A congress of faith and aspiration to rise in the new era.

With three strategic breakthroughs in institutions, human resources, and synchronized socio-economic infrastructure, along with six key tasks closely following the socio-economic development program based on the "four pillars" identified by the Central Government, Ca Mau has set out a comprehensive development orientation across all fields, fostering confidence, aspirations for development, solidarity, responsibility, self-reliance, and self-improvement, along with the culture and people of Ca Mau.

The province focuses on improving the quality of human resources, accelerating the development and concretization of regulations within its authority, resolutely and promptly resolving difficulties, obstacles, and bottlenecks, unlocking resources, creating momentum to promote development, and determined to achieve double-digit growth rates in the 2025-2030 term. In particular, it will concentrate on strongly developing industry, creating breakthroughs in the fields of renewable energy, new energy, and agricultural and aquatic product processing industries.

With the motto "Unity - Democracy - Responsibility - Breakthrough - Development," the First Congress of the Ca Mau Provincial Party Committee, term 2025-2030, reflects the will, determination, and aspiration of the entire Party Committee, military, and people of Ca Mau province to strive for the successful achievement of the goal by 2030, making Ca Mau a growth pole of the Mekong Delta, a center of rapid, sustainable, and comprehensive development, confidently joining the whole country in entering a new era of development.

Specifically, Ca Mau will restructure its industrial sector, allocating industrial development space in conjunction with key growth areas, growth poles, and economic corridors. The province encourages the formation of industrial clusters, the modernization of labor-intensive industries, and the development of mechanisms and policies to promote key industries such as energy, processing and preservation of agricultural, forestry, and aquatic products, services, culture, and tourism .

The province will accelerate the progress of investment projects in existing economic zones and industrial parks to improve investment efficiency; address obstacles and bottlenecks, especially in land clearance, to attract investment and develop the Nam Can Economic Zone in conjunction with Hon Khoai Port logistics.

At the same time, review industrial zones and clusters with convenient transportation infrastructure connections to prioritize land allocation solutions and attract investment; expand the Gas-Electricity-Fertilizer industrial cluster according to the plan; plan industrial development along the Ca Mau - Dat Mui expressway, focusing on the communes of Tri Phai, Thoi Binh, Ho Thi Ky, Khanh Binh, Luong The Tran, etc.

Ca Mau also aims to establish industrial and service clusters supporting agriculture in concentrated production areas, especially building rice processing plants and rice-based product factories for export in communes with large raw material areas and convenient water and land transportation.

Seriously and effectively implement Resolution No. 70-NQ/TW of the Politburo "on ensuring national energy security until 2030, with a vision to 2045". Focus on developing energy infrastructure, especially new and clean energy, ensuring energy security to serve the development of science and technology.

Prepare all necessary conditions for the implementation of the electricity export project. Direct the early implementation of the Bac Lieu LNG power plant project; address obstacles and accelerate the progress of wind power projects according to the 2026-2030 planning; attract investment in the development of new energy sources (green hydrogen, green ammonia) associated with the construction of synchronous technical infrastructure.

Promote the development of agricultural processing industries (rice, vegetables and fruits), wood, seafood, salt, garment industry, and agricultural machinery manufacturing to serve agricultural production. Develop and adjust appropriate planning to attract investment in seafood processing plants, feed, veterinary medicine, serving the agricultural value chain, especially the shrimp industry.

Developing industry and handicrafts in conjunction with labor restructuring (especially in agriculture) will create jobs and increase people's income. Maintaining and sustainably developing traditional craft villages, combined with tourism development, is also crucial.

Shifting the rural economic structure towards a green, ecological, circular, and value-chain-based approach. Promoting the development of services, culture, and tourism; developing marine economic sectors; and developing a comprehensive infrastructure.

Continue to innovate and improve the operational efficiency of state-owned enterprises. Strongly develop the private sector to become the driving force of economic development. Promote the development of the collective economy; attract foreign investment and other economic forms, ensuring comprehensive, harmonious, and sustainable development.

Ready for the "Paperless Congress"

According to the Department of Culture, Sports and Tourism of Ca Mau province, in order to create a solemn and enthusiastic atmosphere and spread the spirit of welcoming the Congress, the propaganda, promotion and ceremonial decoration work has been implemented synchronously, according to Plan No. 01-KH/TBTTKT, dated July 22, 2025, of the Propaganda and Ceremonial Decoration Subcommittee of the Congress, and has been completed on schedule.

Specifically, the department installed 30 large billboard clusters and 100 smaller billboards along central streets such as Hung Vuong, Ngo Quyen, Tran Hung Dao, Ly Thuong Kiet, Tran Phu, etc., along with 100 horizontal banners and 2,000 vertical banners in vibrant red. Notably, more than 20 welcome symbols and 20 commemorative photo spots at Phan Ngoc Hien Square, the Provincial Conference Center, Hung Vuong Square, and Thanh Nien Square created a lively and attractive space, drawing locals and tourists to visit and take souvenir photos.

Mobile propaganda efforts are being intensified in key wards and communes. Simultaneously, electronic screens at entrance gates and information boards continuously update news about the Congress, contributing to widespread dissemination within the community. Alongside this, the province is focusing on comprehensive urban beautification, promoting visual communication, installing colorful billboards, posters, and flags to help people access information and work together to create a civilized, clean, and beautiful urban landscape.

At the Provincial Convention Center, where the Congress took place, the decorations and ceremonial arrangements were done in a solemn and modern manner, creating a vibrant and impressive atmosphere. In addition, an exhibition of images, documents, and artifacts about previous Party Congresses (from Minh Hai province to Ca Mau and Bac Lieu), along with a display of socio-economic achievements and characteristic OCOP products, was held in Phan Ngoc Hien Square in a 500 m2 tent space. This was a prominent highlight contributing to honoring the achievements and development milestones of the province.

A highlight of the First Congress of the Ca Mau Provincial Party Committee, term 2025-2030, is that it will be held in a "paperless congress" format – a breakthrough in the application of information technology and digital transformation in Party work, in accordance with Plan No. 0114/KH-UBND, dated June 29, 2025, of the Ca Mau Provincial People's Committee on the application of information technology and the elimination of paper documents in the Congress.

Accordingly, the application of information technology in organizing the Congress was carried out effectively, transparently, economically, and securely. Each delegate was equipped with devices to easily access and utilize documents and materials, conveniently searching and working on a single platform.

The "Paperless Congress" model not only demonstrates the spirit of innovation, creativity, and modernization of Party work, but also promotes the digital capabilities of cadres and Party members, creating a solid foundation for the implementation of digital government, improving the efficiency of governance, management, and service to citizens and businesses.

The Congress Organizing Committee has comprehensively implemented infrastructure and equipment to support the Congress, including: software and technology platforms, support for delegates, the Presidium, the Secretariat, the Congress discussion groups, along with training, communication, logistics, a press center, and information security. Simultaneously, a technical support team for the "Paperless Congress" has been established, responsible for the entire information technology infrastructure, software solutions, and technical equipment serving the Congress, ensuring the system operates smoothly, stably, and securely. According to the plan, the Department of Science and Technology is the permanent agency responsible for advising on technical aspects, infrastructure, and system security for the Congress.

The "Paperless Congress" aims at three key objectives: effectively and safely applying information technology to minimize printing and the use of paper documents; ensuring delegates can easily access and search documents on a unified platform; and affirming the image of Ca Mau as a pioneer in digital transformation.

The Organizing Committee has conducted training courses to help delegates become proficient in using equipment and software, and has closely coordinated with telecommunications units and technology companies to deploy a synchronized infrastructure, ensuring the software operates stably, securely, and strictly complies with data security regulations. This is both a professional task and a political responsibility, demonstrating the spirit of innovation, creativity, and determination to build a digital government in the province.

With thorough and coordinated preparation and a high level of determination, Ca Mau is ready for a safe, economical, modern, and effective "Paperless Congress," contributing to affirming the province's pioneering position in digital transformation, aiming towards building a digital government, digital economy, and digital society in Ca Mau province.
