With three strategic breakthroughs in institutions - human resources - synchronous economic - social infrastructure, along with six key tasks, closely following the socio-economic development program according to the "four pillars" identified by the Central Government, Ca Mau sets out a comprehensive development orientation in all fields, arousing confidence, development aspirations, solidarity, responsibility, self-reliance, self-improvement, along with Ca Mau culture and people.
The province focuses on improving the quality of resources, promoting the development and concretization of regulations under its authority, resolutely and promptly removing difficulties, obstacles and bottlenecks, unblocking resources, creating driving forces for development, and determined to achieve double-digit growth rates in the 2025-2030 term. In particular, focusing on strongly developing industry, creating breakthroughs in the fields of renewable energy, new energy and agricultural and aquatic product processing industry.
Specifically, Ca Mau will restructure the industrial sector, allocate industrial development space associated with dynamic regions, growth poles and key economic corridors. The province encourages the formation of industrial clusters, modernizing a number of labor-intensive industries; at the same time, build mechanisms and policies to develop key industries such as: energy, processing - preserving agriculture, forestry, fishery, services, culture, tourism ...
The province will speed up the progress of investment projects in operating economic zones and industrial parks to improve investment efficiency; handle obstacles and bottlenecks, especially site clearance, to attract investment and develop the Nam Can Economic Zone associated with Hon Khoai Port logistics.
At the same time, review industrial parks and clusters with convenient traffic infrastructure connections to prioritize land solutions and attract investment; expand the Gas - Electricity - Fertilizer industrial cluster according to the planning; plan industrial development along the Ca Mau - Dat Mui expressway, focusing on the communes of Tri Phai, Thoi Binh, Ho Thi Ky, Khanh Binh, Luong The Tran, etc.
Ca Mau also aims to form industrial zones, clusters and agricultural support services in concentrated production areas, especially building rice processing factories and rice products for export in communes with large raw material areas and convenient water and road transport.
Seriously and effectively implement Resolution No. 70-NQ/TW of the Politburo "on ensuring national energy security until 2030, with a vision to 2045". Focus on developing energy infrastructure, especially new energy and clean energy, ensuring energy security to serve the development of science and technology.
Prepare all conditions for implementing the electricity export project. Direct the early implementation of the Bac Lieu LNG Power Plant project; resolve difficulties, speed up the implementation of wind power projects according to the planning for the period 2026 - 2030; attract investment in developing new energy (Green Hydrogen, Green Ammonia) associated with the construction of synchronous technical infrastructure.
Promote the development of agricultural processing industry (rice, vegetables, fruits), wood, seafood, salt, garment industry, mechanical engineering to manufacture agricultural tools. Build and adjust appropriate planning to attract investment in seafood processing factories, feed, veterinary medicine, serving the value chain of the agricultural sector, especially the shrimp industry.
Developing industry and handicrafts is associated with shifting the labor structure (especially agricultural labor), creating jobs and increasing income for people. Maintaining and sustainably developing traditional craft villages, combined with tourism development.
Shifting the rural economic structure towards green, ecological, circular, and value chain. Promoting the development of services, culture, and tourism; developing marine economic sectors; and developing synchronous infrastructure.
Continue to innovate and improve the operational efficiency of state-owned enterprises. Strongly develop the private sector to become the driving force of economic development. Promote the development of the collective economy; attract foreign investment and other economic forms, ensuring comprehensive, harmonious and sustainable development.
Ready for the “Paperless Congress”
According to the Department of Culture, Sports and Tourism of Ca Mau province, in order to create a solemn and exciting atmosphere, spreading the spirit of welcoming the Congress, propaganda, agitation and celebration decoration work has been deployed synchronously, according to Plan No. 01-KH/TBTTKT, dated July 22, 2025 of the Congress Propaganda and Celebration Subcommittee, and has been completed on schedule.
Specifically, the industry has installed 30 large-panel clusters and 100 small panels on central routes such as Hung Vuong, Ngo Quyen, Tran Hung Dao, Ly Thuong Kiet, Tran Phu, etc., along with 100 horizontal banners and 2,000 vertical banners in brilliant red. In particular, more than 20 welcome symbols and 20 souvenir photo spots at Phan Ngoc Hien Square, Provincial Conference Center, Hung Vuong Square, Thanh Nien Square, etc. have created a lively and attractive space, attracting people and tourists to visit and take souvenir photos.
Mobile propaganda work is being promoted at key wards and communes. At the same time, the electronic screen system at the welcome gates and information boards continuously updates news about the Congress, contributing to spreading widely in the community. At the same time, the province focuses on synchronous urban beautification, promoting visual propaganda, installing billboards, posters, and colorful flags, helping people grasp information, and join hands to create a civilized and clean urban appearance.
At the Provincial Convention Center, where the Congress took place, the decoration and celebration work was carried out solemnly and modernly, creating a lively and impressive space. In addition, the exhibition of images, documents and artifacts about the Party Congresses (from Minh Hai province to Ca Mau and Bac Lieu), along with the display of socio-economic achievements and typical OCOP products, was held at Phan Ngoc Hien Square in a 500 m2 tent space, which was a highlight contributing to honoring the achievements and development marks of the province.
The highlight of the 1st Congress of the Ca Mau Provincial Party Committee, term 2025 - 2030 is that it was organized in the form of a "Paperless Congress" - a breakthrough in the application of information technology and digital transformation in Party work, according to Plan No. 0114/KH-UBND, dated June 29, 2025 of the People's Committee of Ca Mau province on the application of information technology, not using paper documents in the Congress.
Accordingly, the application of information technology in the organization of the Congress is carried out effectively, transparently, economically and securely. Each delegate attending is equipped with a device to access and exploit documents and papers easily, conveniently looking up and working on a single platform.
The "Paperless Congress" model not only demonstrates the spirit of innovation, creativity and modernization of Party work, but also promotes the digital capacity of cadres and Party members, creating a solid foundation for implementing digital government, improving the efficiency of administration, management and service to people and businesses.
The Congress Organizing Committee has synchronously deployed the contents of infrastructure and equipment serving the Congress, including: software and technology platform, support for delegates, the Presidium, the Secretariat, the Congress Discussion Groups, along with training, communication, logistics, press center and information security. At the same time, the Technical Team supporting the "Paperless Congress" was established, taking full responsibility for the information technology infrastructure, software solutions and technical equipment serving the Congress, ensuring the system operates smoothly, stably and safely. According to the plan, the Department of Science and Technology is the standing agency, responsible for technical advice, infrastructure and system security serving the Congress.
The “Paperless Congress” aims at three key goals: Effective and safe application of information technology, minimizing printing and use of paper documents; ensuring delegates can easily access and look up documents on a unified platform; affirming the image of Ca Mau as a pioneer in digital transformation.
The Organizing Committee has organized training courses to help delegates master the use of equipment and software, and closely coordinated with telecommunications units and technology enterprises to deploy synchronous infrastructure, ensuring stable and safe software operation and strict compliance with data security regulations. This is both a professional task and a political responsibility, demonstrating the spirit of innovation, creativity and determination to build a digital government of the province.
With synchronous, thorough preparation and high determination, Ca Mau is ready for a safe, economical, modern and effective "Paperless Congress", contributing to affirming the province's pioneering position in digital transformation, towards building digital government, digital economy and digital society in Ca Mau province.
