Lao Cai Provincial People's Committee has just issued an official dispatch requesting relevant departments and branches to simultaneously manage and control sturgeon import activities in the area.
Accordingly, the Provincial People's Committee has directed the Department of Industry and Trade to instruct the Market Management Sub-Department to strengthen market inspection and control, and handle cases of illegal trading and transportation of sturgeon of unknown origin in the domestic market.
The Regional Customs Sub-Department VII is tasked with coordinating with the Lao Cai Animal Quarantine Station and other relevant agencies to strictly control the import of sturgeon in accordance with regulations, ensuring its origin and that it is included in the list of species permitted for business in Vietnam.
The Provincial Police and the Provincial Military Command directed and deployed forces to coordinate with market management agencies to strengthen patrols and controls in the area, promptly detecting, preventing, and strictly handling acts of smuggling sturgeon through border trails and openings, as well as acts of trading and consuming sturgeon of unknown origin, source, or smuggled goods.

The Lao Cai Provincial government has also assigned the Department of Agriculture and Environment to coordinate with relevant departments and agencies to advise the Provincial People's Committee on measures to manage and support sturgeon farming facilities in applying advanced farming technologies and developing production projects along the value chain. This will promote the sustainable development of the domestic sturgeon farming industry in the province.
The People's Committees of border communes and wards must coordinate with functional forces to inspect and monitor areas along trails and unofficial crossings; at the same time, they must intensify propaganda to prevent people from assisting in the illegal trade and transportation of smuggled sturgeon.
Along with that, promote propaganda to raise awareness for people not to participate in or assist in buying, selling, and transporting smuggled sturgeon.
As VietNamNet previously reported, the Lao Cai Coldwater Fish Association has sent a petition to relevant ministries and agencies, reflecting on the fact that the massive influx of cheap imported sturgeon is pushing farmers into losses and facing the risk of bankruptcy.
The organization emphasized that large quantities of imported sturgeon, mainly through northern border crossings, are consumed fresh and are sold at low prices, directly competing with domestic products and causing domestic fish prices to fall rapidly. The low prices are insufficient to cover production costs, forcing many farms to scale down or cease operations, leading to losses and bankruptcy; the cold-water fish industry faces the risk of being wiped out.
Furthermore, imported sturgeon products are being sold under the misleading label of "Lao Cai sturgeon," causing instability and eroding consumer confidence in domestic products.
Therefore, the Association recommends that relevant authorities strictly control import activities, require clear proof of origin, and study the establishment of a floor price for imports to combat dumping.
