At the meeting, delegates focused on discussing the draft Resolution of the Provincial People's Council on the Plan for socio -economic development and ensuring national defense and security in 2025. This resolution is of particular importance, built on the basis of the development results of the first six months of 2025 and the first year after the reorganization and merger of the province.
The delegates unanimously agreed on the overall objectives, key indicators, and the system of key tasks and solutions for socio-economic development and strengthening national defense and security in the province in 2025.

During the discussion, several delegates suggested focusing on disseminating legal education to the grassroots level; recommended supplementing the electricity and telecommunications systems in underserved areas, especially remote areas and areas inhabited by ethnic minorities, to ensure living conditions and access to information for the people; and proposed early identification of targets and the number of tourists to serve as a basis for developing infrastructure, services, and promoting the local image.
The opinions also suggested supplementing the facilities to support the operation of commune-level governments after the reorganization, ensuring sufficient conditions for working, receiving citizens, and serving the people effectively…

The Provincial People's Council committees also reviewed 10 important draft resolutions to be submitted at the first special session of the 19th Provincial People's Council, including: Assignment of state budget revenue estimates, local budget expenditures and budget allocation plan for the province in 2025; Regulations on decentralization of state budget revenue sources, local budget expenditure tasks and percentage (%) distribution of revenue between the provincial budget and commune-level budgets in the province in 2025; Regulations on policies to support travel and working conditions for officials, civil servants and employees of agencies and organizations in administrative units undergoing reorganization to work at the administrative center of the provincial-level administrative unit in Tuyen Quang province when implementing administrative unit reorganization; Decision on the medium-term public investment plan using local budget capital for the period 2021 - 2025, Tuyen Quang province (after reorganization); Decision on the Public Investment Plan using local budget funds for 2025, Tuyen Quang province (after restructuring); Assigning the Provincial People's Committee to decide on the adjustment of the medium-term and annual public investment plans of the district level into the medium-term and annual public investment plans of the provincial budget or the medium-term and annual public investment plans of the commune budget; Adjusting the policy on changing the purpose of forest land use to other purposes to implement 02 projects in the transportation sector in Tuyen Quang province; Approving the number of labor contracts for professional and technical work according to Government Decree No. 111/2022 for public non-business units in the education sector and public non-business units in the health sector in 2025 with recurrent expenditure guaranteed by the State in Tuyen Quang province; Approving the temporary total number of civil servant positions in state administrative agencies and organizations of Tuyen Quang province in 2025 after the provincial merger; Temporary approval of the total number of employees in public service units and associations in Tuyen Quang province in 2025 after the provincial merger.
