On the morning of September 21st, comrades Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; Dang Thanh Giang, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the Provincial People's Council; and Lai Van Hoan, Member of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee, inspected agricultural production in Dong Hung and Quynh Phu districts. Leaders from the Department of Agriculture and Rural Development also accompanied them.

This year, Dong Hung district aims to plant over 5,000 hectares of winter crops, including approximately 2,700 hectares of warm-weather crops and over 2,300 hectares of cold-weather crops, primarily melons and pumpkins. To date, over 2,500 hectares of early-season rice are being harvested, creating land for planting warm-weather winter crops. Farmers in the district have already planted about 700 hectares of winter crops, concentrated in the communes of An Chau, Dong Xa, and Lo Giang.
In Quynh Phu district, nearly 11,000 hectares of summer rice have already bloomed, and farmers are preparing to harvest over 2,000 hectares of early summer rice by the end of September to create land for planting winter crops. This year, the district aims to plant 6,600 hectares of winter crops, including over 2,000 hectares of warm-weather crops.
Reporting at the inspection, the leaders of the Department of Agriculture and Rural Development stated that the entire province currently has approximately 69,000 hectares of rice that have already bloomed, with about 6,000 hectares blooming after September 20th, concentrated in the districts of Tien Hai, Kien Xuong, and Thai Binh city. Generally, the rice crops that have bloomed are growing and developing well, and are safe from pests and diseases.

Comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, requested that localities continue to closely monitor the fields, promptly detect and control pests and diseases at the end of the season.
During the inspection, Comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, directed localities to accelerate the harvesting of ripe rice with the motto "better to harvest while the rice is still green than to let it ripen too much in the field" to create land for planting warm-weather winter crops, ensuring the planned area and targets are met.
Regarding the area of newly flowering and non-flowering rice, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee requested that districts and cities continue to direct specialized agencies and localities to closely monitor the fields; promptly prevent and control late-season pests and diseases such as two-spotted stem borer, small leaf roller, and rice blast disease... according to the guidance of specialized agencies. The Department of Agriculture and Rural Development directed its units to closely monitor the situation, demarcate areas requiring prevention and control, and organize and guide farmers on timely prevention and control measures; ensuring good rice development and high yields. Based on the structure, seasonality, and objectives of winter crop production, the agricultural sector advised the Provincial People's Committee to organize a launching ceremony for the winter crop planting movement, creating a vibrant atmosphere in localities.
In addition to the provincial support policies, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee requested the agricultural sector and localities to research and issue mechanisms to support farmers in planting and developing winter crops, helping to increase people's income.
