Provinces and cities are proactively responding to heavy rain, severe cold, and frost.

On December 11th, the Head of the National Civil Defense Steering Committee issued Official Dispatch No. 40/CĐ-BCĐ-BNNMT on proactively responding to heavy rain, severe cold, frost, and strong winds at sea.

The official dispatch was sent to the People's Committees of provinces and cities in the Northern, North Central and coastal regions from Quang Ninh to An Giang; the Ministries of: National Defense, Agriculture and Environment, Public Security, Industry and Trade, Construction, Science and Technology, Health, Education and Training; Vietnam News Agency, Vietnam Television, and Vietnam Radio .

According to the National Center for Hydro-Meteorological Forecasting, from December 12-14, moderate to heavy rain is expected in the area from Quang Tri to Da Nang city, the eastern provinces from Quang Ngai to Dak Lak, and Khanh Hoa. From December 13, the Northern region will experience intense cold, with some mountainous areas experiencing severe cold. The lowest temperatures in the mountainous and midland areas of the Northern region will generally range from 7-10 degrees Celsius, with some high mountainous areas experiencing temperatures below 5 degrees Celsius. Additionally, from December 13, strong northeasterly winds of force 6-7, gusting to force 8-9, will prevail in the Gulf of Tonkin, the northern part of the East Sea, the sea area from southern Quang Tri to Ca Mau , the central East Sea, and the western part of the southern East Sea (including the western sea area of ​​the Truong Sa special zone), causing rough seas.

To proactively respond to heavy rain, severe cold, frost, and strong winds at sea, the National Steering Committee for Civil Defense requests that provinces and cities from Quang Tri to Khanh Hoa closely monitor weather forecasts and warnings about heavy rain that may cause floods and inundation, and promptly and fully inform local authorities and the public to proactively prevent and mitigate damage, especially in localities currently focusing on overcoming the consequences of recent floods; deploy rapid response forces to inspect and review residential areas along rivers and streams, low-lying areas at risk of floods, inundation, flash floods, and landslides to proactively clear blocked waterways; proactively organize the relocation and evacuation of people to safe areas and have plans to provide food and essential supplies to people in evacuation areas.

Provinces and cities are deploying forces to guard and control people and vehicles in areas at risk of deep flooding and landslides; deploying forces, materials, and equipment to khắc phục incidents and ensure smooth traffic flow on main transportation routes when heavy rain occurs; inspecting, reviewing, and implementing measures to ensure the safety of critical infrastructure, construction projects, small reservoirs that are already full, mining areas, and mineral extraction sites; proactively operating reservoir water release to prioritize flood reduction capacity for downstream areas; and deploying standing forces ready to handle any potential situations.

Local authorities are proactively implementing measures to drain water and prevent flooding to protect production, industrial zones, urban areas, and densely populated areas; preparing forces, vehicles, equipment, and essential supplies according to the "four on-the-spot" principle to be ready to respond to all situations, especially in areas at risk of being isolated; and having forces and vehicles ready for rescue operations when required.

The provinces and cities in Northern and North Central Vietnam are closely monitoring warning and forecast bulletins regarding the development of the cold front, severe cold spells, and frost damage, and promptly informing local authorities and the public to proactively take appropriate preventive measures; reviewing cold response plans, especially strengthening guidance on ensuring the health of people and students in boarding schools, avoiding the use of charcoal stoves for heating in enclosed rooms to prevent loss of life; disseminating information and guiding livestock farmers to reinforce barns, provide insulation to keep animals warm, and stockpile feed; preventing and controlling diseases in livestock and poultry; and guiding measures to ensure the safety of rice, vegetable, and other crop production.

Coastal provinces and cities from Quang Ninh to An Giang should closely monitor warning and forecast bulletins and developments of strong winds at sea; inform captains and owners of vessels and boats operating at sea to proactively take preventive measures and plan production accordingly, ensuring safety of people and property; and maintain communication to promptly handle any adverse situations that may occur.

Ministries and agencies, according to their functions, responsibilities in state management, and assigned tasks, should proactively direct and coordinate with localities to respond to natural disasters.

The aforementioned units maintain a strict duty roster and regularly report to the National Steering Committee for Civil Defense (via the Department of Dyke Management and Disaster Prevention and Control - Ministry of Agriculture and Environment).
